Proclamation - World Autism Awareness Day.

SECOND READ - Ordinance to Amend the 2012 Operating Budgets.

Amendment of City Position Allocation and Compensation Chart Related to the Public Works Director Position.

Sidewalk Improvement Plan Update.
"Note: I will be asking for this to be taken off the Consent Agenda so that Hensley Drive, Mt. Vernon Way and possibly the next item on the list which is a small section on Womack be added to the 2013 plans for construction. These pedestrian safety items are being requested and I believe a portion of the funds originally budgeted for the roundabout could be diverted as it will not be going forward this year as it is still under technical review.  
Immediately following that item as it is related to sidewalks, I have been talking to the Public Works Director and for speed and efficiency, he is requesting that an outside traffic engineering consultant be hired for formal analysis of all non-signalized crosswalks & school zones so a professional non-biased list of improvements needed at each can be developed.  As this work can be done under the financial threshold for council approval, I just want to raise it to make sure the Council is in agreement that this is the best way foreword so that the staff has clear direction.  The first day of school is August 5th."
Award of Design Contract for Mount Vernon/Vermack Intersection Improvement.

Approval of Georgia Emergency Management Agency Grant.

SECOND READ: Ordinance to Amend Chapter 2, Administration, Article VIII, Ethics.

Resolution to Extend the Ethics Ordinance Moratorium - 90 days.

Another city employee, no, No, NO!
A "no cost" armored personel carrier; no such thing. A smart city that used to scream about our money being sent elsewhere should lead by example and not take other people's money!
The last "no cost" item got passed with little more than a promise of a demo and now the city owns a robot. Before the city takes possession of another item for the Special Widgets And Toys crew maybe a few questions; what does it cost to change a tire? an oil change? who repairs an APCs? how much training does this APC require and how much time away from patrol does this require? the yearly cost and insurance? why is Dunwoody the lead when the APC will spend most of its time in Sandy Springs? are we just keeping up with the Jones here?
Some argued we had to have a police department for branding and to define our community. I disagreed but saw their point. So what does owning an APC say about Dunwoody? Crime out of control ? What does a prospective business tenant think when he see a Dunwoody APC rolling down the road? Are we a community that needs an Armored Personnel Carrier?
SWAT should be contracted out and DPD should be put back out on patrol. By the way what does it cost the city to participate in the Special Widgets And Toys team as opposed to hiring Gwinnett or DeKalb when needed?
Ethics, please get on with it. The preception of the rest of the world is we have none.
The city continues to provide examples of why it is unnecessary.

Councilman, I am only writing this because I could not find this information on the city's site for code ordinances or on the police site.

Are there any ordinances that apply to the unlicensed go-carts and mini-motorbikes that race up and down our subdivision streets day and night at extremely fast speeds? How does the Dunwoody Police Dept normally address complaints like these?

This racing is not only extremely annoying to homeowners but dangerous to pedestrians, childs playing near the street that maybe chase a ball or their dog or run across the road and I would imagine a safety concern for the children driving these vehicles.

Tara, yes I am sure rules apply but don't know specifics. I will copy your note to Chief Grogan for possible reply but want to add that you have the right to call 911 when ever you would like to have us investigate loud or dangerous situations.

TwoDogs, I agree with you on not adding positions but in this case our Director of Public Works is an employee of a subcontractor and there have been many times where there is conflict as to whom he serves, City Staff or Contractor. It is in our best interest to tweak the model and have him being only our advocate thereby not serving two masters. As far as your other questions on the vehicle, they will be raised. Thanks

Just fyi – I think the Hensley sidewalk has been cut. It is marked “Complete” on the prioritized sidewalk list and there is a note that says “Updated based on changes in VES traffic patterns”. Unless the change is to complete block off Hensley to through traffic during the walk to and from school,this walk is still very dangerous to the children and the parents who walk to school. http://www.dunwoodyga.gov/Libraries/Public_Works_Documents/2013_08_Sidewalk_Priority_List.sflb.ashx

We received bids earlier this year to design and build this sidewalk as well as several other sidewalks including Mount Vernon Way. The bids were not as competitive as we would have liked so we rejected the bids and opted to fully design the projects and then bid out the construction. The design is currently being completed with bidding and construction expected to begin before the end of the calendar year.

We will correct the “Complete” information on the web site.
