State Farm complex in Dunwoody looks to grow - @KDC_Development proposes high rise residential / hotel next to Marta Station. @troutmanpepper @AtlBizChron @WhatNowAtlanta

This development proposal will be going in front of the Dunwoody Planning Commission on Tuesday February 13th and then in a month or two the proposal most likely will be making it to the full City Council for review and decision.

The site is located at 245 Perimeter Center Parkway, Dunwoody, GA 30346, on the west side of Perimeter Center Parkway and the south side of Hammond Road. The lot is the last remaining piece of the Park Center development which abuts the Fulton County line to the west and vacant land owned by the City to the south. The applicant seeks permission to rezone the subject property from PDc to PDc; this rezoning does not affect the zoning classification of the property, but rather is an amendment of the zoning conditions of case RZ 15-72, as it relates to the future development of the subject parcel.

The 2015 Overall Development Plan, which sets the limits and zoning regulations for the development, entitled the applicant to the following:

• 1.8 million square feet of office space
• 90,000 square feet of retail/restaurant space
• 7,000 structured parking spaces
• Maximum height of 35 stories above the plaza level
• The subject property was not addressed and was left as greenspace

Based on the proposal above, a DRI (development of regional impact study) was completed along with the 2015 rezoning and was approved. As a part of that process, the applicant conducted a detailed Traffic Impact Study which included Trip Generation and Access Analysis. The recommendations from the 2015 DRI were fulfilled with the development of Park Center buildings 2 & 3. In 2023, the applicant has submitted its plans to the Atlanta Regional Commission, which compared the anticipated traffic impacts with the 2015 DRI plans. The now-proposed development of the subject property would not create worse impacts so, per the Community Development Director and the Atlanta Regional Commission, another DRI was not necessary.

Since 2015, two office buildings, Park Center buildings 2 & 3, have been constructed and completed in 2021 and 2022. Following these developments, the property is currently entitled to the remaining 729,613 SF of office, 33,586 SF of restaurant/retail, and 2,833 structured parking spaces. The applicant proposes to construct a new building, Building 4, on the subject property and requests to construct up to 300,000 SF of office space, 300 multi-family residential units, 175 hotel rooms, 22,000 square feet of restaurant/retail, and 1,565 square feet of structured parking spaces, with a maximum building height of 37 stories. The request for multi-family residential and a hotel are not permitted under the 2015 Overall Development Plan and are new uses requested.

The current zoning of this property is Planned Development District (PD). PD districts are not subject to regulations dictated by the zoning ordinance; instead, the uses and site and building regulations are dictated by the Overall Development Plan (ODP). The existing ODP from 2015, which covers the entirety of Park Center, does not anticipate residential multi-family dwelling units. Due to this designation, development of this property with the proposed mix of uses at this site requires a zoning map amendment.

The applicant proposes to amend the ODP for the subject property to allow Building 4 to have the following proportion of uses:

• Up to 300,000 SF of office
• Up to 175 hotel rooms
• Up to 22,000 SF of restaurant/retail/other permitted uses
• Up to 300 multi-family residential units

Additional residential development within such close proximity to the Dunwoody MARTA station, Campus 244, High Street, and the mall will serve to further activate this area of Perimeter Center. New residential units will complement the surrounding uses, by allowing nearby employees an opportunity to live within walking distance to their job; additional residential units will also further support the new retail, restaurant, and entertainment nearby. A number of the retail spaces at Park Center were intended to cater to office employees. Due to remote work and overall office space vacancy, the number of customers is much lower than initially anticipated. Adding hotel and apartment units to the mix will diversify the customer base with people working remotely or visiting the area.

The proposed use mix reduces both peak AM and PM hour traffic and thus reduces the development’s impact on congestion. Car dependency is further reduced by the increasing walkability of the Perimeter Center and the proximity to the Dunwoody MARTA station, which would provide future residents with convenient commute alternatives.

The current economic conditions, which began during the global COVID-19 pandemic, have significantly reduced the need for new office development and as demonstrated in the Edge City 2.0 study, the need for residential development is very strong, especially near MARTA. Overall, development of Building 4 under the current entitlements, as an office building, is not feasible and the proposed mix of uses would be a benefit to the Park Center campus and the surrounding area.

Happy New Year and I hope everyone's holiday season was joyous spending time with those you love, staying warm and dry as the days are now getting longer.  This meeting starting at 6 pm looks short because many of us (and staff) may have other plans for later that evening but that doesn't mean important things aren't being done.  First we are adding another police officer to our ranks and we are getting closer to being fully staffed, welcome Officer Umana.  

Read the retreat document, look at what we accomplished in 2022 but also note what we have put off or kicked down the road.  In 2022 we put off a call for a General Obligation Bond for Capital Projects and a Special Tax District for Parks & Police for operational expenses.  I believe both may be back on the agenda in the coming months, to be possibly be added to the ballot in November of 2023?

Remember how just a few months ago I said our 2023 budget looked like an ugly baby?  We need to determine the capital desires of the community and the correlating operational expenses (more parks/more maintenance expenses) vs (fully staffed Police Department at appropriate salary / benefit level is an expense we can not compromise on) with inflationary pressures on a tax digest that has limited escalating raises. Because Dunwoody was one of the first cities to break away from a County to incorporate, we were given very tight financial constraints that other newer cities do not have.   14 years after incorporation we have rising inflation, rising costs but also have a  home valuation freeze, a 1 mil tax reduction that was a replacement for a credit that was given back, but the reduction stuck, and we are now at our maximum ad valorem tax rate on real property of 3.04 which by my reading of the Charter would need the approval of the Citizens to increase that general tax rate.  Tough decisions & discussions on finance are coming.

All of these conversations will be taking place in the future as I am always concerned of the viability of our many office towers as leases come up for renewal and the pressures to have employees work from home seems to grow.  A vibrant office district in Perimeter Center is what we all desire as it is an economic engine that also fills the restaurants, the stores, raises demands on housing and also adds to the tax base which lowers the burden on the residents who live here.  We need a vibrant mix and the Mayor and City Council have been working on that goal since day one of incorporation.

Please read the City Managers Report as it is eye-opening in many ways, the City does so much behind the scenes and I have nothing but admiration for the staff and police officers who make this City function everyday.  You may have heard about the shooting between two knuckleheads at the mall, I don't know more than anyone else, but I do know Dunwoody PD showed up in force, handled the situation and brought the person responsible into custody.  Please be aware of your surroundings but don't let knuckleheads make you fearful of living your life, Perimeter Mall and Dunwoody is still a safe place to be.

City Council had a special called meeting on a day I was out of town to talk to our State Legislators, I'm sorry I missed as the minutes tell me topics but not specifics.  If I'm lucky I hope to attend a few DeKalb Delegation meetings down at the Capital as I think they take place on Mondays at Noon and I can't think of a more entertaining lunch.

Monday is a first read (just discussion / not approval) of an update to our Sign Ordinance which looks like minor tweaks and administrative fixes.  I have a couple of days to read & evaluate the proposed changes, if there are issues with the proposed changes please let me (us) know as I value your input.

There is a discussion scheduled to talk about the pedestrian improvements in Dunwoody Village as I (and a few others) pushed back on the proposed design as there is a lot of money being planned to be spent whereby there wouldn't any vehicle throughput improvements through the intersections of Chamblee Dunwoody & Mt. Vernon.   Staff has looked at modifying the proposal and did not find a way to improve traffic flow with out negatively impacting (obtaining) business properties.  Staff also received an 8 million dollar estimate to bury electrical lines as part of the project and at the moment we do not have the funds for that idea to move forward. It looks like the original plans without any traffic improvements, is back on the table.

The proposed improvements presented in March 2022 consist of a cycle track and wider sidewalks on both sides of Chamblee Dunwoody Road from Womack Road to Roberts Drive. The cycle track will be separated from the vehicle travel lanes and raised to the level of the sidewalk. A landscape buffer with street trees and lighting will separate the cycle track from the sidewalk. In areas, such as in front of the farmhouse, where the public right of way is not as wide, the buffer width will be reduced and landscaped without street trees. The proposed design for the roadway generally maintains the lane configurations as they currently exist with the exception of removing one of the southbound through-lanes south of Mount Vernon Road. In areas north of Mount Vernon Road where a center turn lane is not needed, the turn lane would be converted to a landscaped median with the goal of adding greenery, calming traffic and creating safer pedestrian crossings.

The 2023 paving plan is moving forward (as the streets have been planned and scheduled for repaving in a past 3 - 5 year plan) and we are spending close to 3 million dollars to pave 15 lane miles of streets.  Looking at the map, we are doing well to pave the worst first and it won't be long before every public street in Dunwoody would have been paved.

Finally we have a contract to consider on MARTA Bus Shelter advertising.  I like shelters where needed, I dislike the advertising & signage that is sometimes not appropriate for single family neighborhoods & near schools.  Would you believe that I raised this very topic ten years ago, argued that we were not under contract with MARTA nor the Advertising company, converted several signed shelters to non-signed; while agreeing to allow a few advertising shelters in place in commercial zones where appropriate.   We now have all contracts prior in place expiring and they are up for renegotiation.  What should we do?

Dunwoody community stalworth., Mr. Jim Redovian named to MARTA Board by DeKalb CEO Michael Thurmond

Jim


DeKalb County CEO Michael Thurmond has nominated Jim Redovian to serve on the MARTA board of directors representing the North DeKalb MARTA district post.

Jim is the Board Chair for the Cowart Family/Ashford Dunwoody YMCA, and is a past member of the Executive Board of the Dunwoody Homeowner’s Association.  Jim is the Chair of the Deacons at Dunwoody Baptist Church and enjoys teaching Sunday School to its 10th-grade boys. Jim is a past president of Dunwoody Stage Door Players, a past member of the DeKalb County School Board and a retired Georgia District 9 Administrator of Little League Baseball.  He is also a great guy and will represent us well on the MARTA Board.  Thank you Jim for stepping up to the plate once again!!

Al Alberghini of Dunwoody honored at State of Marta breakfast but we as a community actually owe him for a lifetime of service.


Today Marta honored Al & Adelina Alberghini of Dunwoody after a simple photo was snapped of Al assisting a young man tie a neck tie on a Marta platform. The photo went viral and I think I first saw it when someone from Chicago posted the photo from the USA Today to my Facebook feed and I immediately recognizing my friend Al.

Many of my readers may not have heard of Mr. Alberghini before this event but please do me a favor to take a minute to read Al's bio that was posted on my website in 2008 when Mr. Alberghini ran for the initial Dunwoody City Council after the start of the new City.

Going viral for a simple act couldn't have happened to a nicer guy but to be honest, both Mr. & Mrs. Alberghini deserve to be thanked for their many selfless years of service to this community as they have added so much.       Al / Addie, if you are reading this, Thank you!

Former Dunwoody State Senator Jim Tysinger, who has known Alberghini for 20 years, says “Al is exactly what the City of Dunwoody needs: a leader who is not afraid to roll up his sleeves and do whatever it takes for the City of Dunwoody to succeed. He is able to assess a situation clearly and logically, organize a plan to deal with it and bring it to a successful conclusion. His work ethic and experience will be valuable assets to the City.”


Alberghini notes that his entire working career involved ‘start-ups’ in the plastics industry, from his first position as a project engineer at a small research and development company and culminating with his most notable achievement: conceptualizing, developing and producing the world’s first 2-liter plastic beverage bottle and bringing it to market, the project that brought him to Atlanta in 1977.
Alberghini feels that his experience in developing the plastic bottle and seeing it through to manufacturing and actual daily use around the world gives him a unique skill set with which to help the new City of Dunwoody get off to the right start. “We will need people who can conceptualize and bring ideas into practice for the good of the community. We need people who can build coalitions, bring together various individuals, to get a job done and get it done right. The right start is crucial if our City is to flourish. I feel my experiences in business will allow me to help accomplish that.”

Alberghini’s efforts in leading the conversion of products previously housed in glass containers (among them instant coffee, salad dressings, peanut butter, BBQ sauce, etc., etc.) can be seen and used in households around the world. His ability to bring together various companies and individuals saw business grow from $50 million annually to over $500 million annually during his business tenure in Atlanta. Alberghini holds 19 patents. He retired from corporate employment in 1990 to form his own consulting firm.

Alberghini is recognized worldwide as a plastics technology expert and has consulted for major plastic machinery and resin companies on various projects. He has spoken at plastics seminars around the world and served as an expert witness on patent litigation and personal injury cases.

ALBERGHINI IS A COMMUNITY LEADER

Alberghini has been a member of the Dunwoody Kiwanis Club for nearly 20 years and received the distinction of Distinguished President for his tenure in that office. The Club has served Dunwoody for nearly 60 years, a major project being the construction of Murphy Candler Park. He has been involved in nearly every service project the Club has undertaken since he joined.

Alberghini also spearheaded the Computers for Kids effort that saw the Kiwanis Club re-cycle computers to be used at the (then) Peachtree Middle School in the Special Education classroom, which at the time had only one computer. Area business donated used computers, which Alberghini and fellow members “cleaned.” They then installed appropriate software for use in the classroom.

The project served as the model for other Kiwanis Clubs in their local division to do the same thing in their neighborhood schools. He also worked after school each week with the Peachtree Robotics Club.

Alberghini and Tysinger were among the Dunwoody Kiwanis Club members who painted the original map of the United States on the front sidewalk at Austin Elementary School and Alberghini can remember them both kneeling on the sidewalk “to get the Chesapeake Bay just right!” The map, which has been repainted over the years, is a reminder of Alberghini’s community dedication.

Alberghini serves as technical advisor to the Dunwoody Kiwanis Club All-American Soap Box Derby, which is to be an annual event. He will conduct technical workshops for kids and parents who plan to build soapbox derby cars and inspections of those cars entered in the race. The date of next year’s race is TBA. The winner of this AASBD-sanctioned event will go on to compete at the national AASBD race in Akron, OH.

Alberghini and former County Republican Committee Chairman Ray Warren, also a Dunwoody Kiwanian, were instrumental in helping to organize donations of “comfort items” for soldiers stationed in Afghanistan when one of the Club’s members, Captain Joe Urban (Ret.), who was stationed there, sent word back that these items would be appreciated by his men. This led to another project, this time to outfit a local Afghan school which educates both girls and boys. The school had no windows, desks, chalkboards or other school supplies. These efforts led to Kiwanis Clubs statewide joining the efforts!

Urban, a Dunwoody native, communicated with the Club and this time donations of basic school items were received from area schoolchildren and their families to help children they will never know receive an education. As a result of the many boxes of donations received, the US Army took notice and completely re-habbed and winterized the school.

“Al’s the go-to guy if you want something done.” says Urban, a multiple bronze star winner. “He doesn’t stop until the job is finished and he’s always in it for what is the right thing to do. You can count on Al to get the job done – and to get it done right. ”

AL IS A VETERAN

Alberghini served in Special Weapons at Sandia Base in New Mexico maintaining the electrical integrity of the fusing mechanisms of atomic bombs. He is a member of the American Legion.

PERSONAL Alberghini has decided to fund his campaign directly and not to accept campaign contributions from either private or corporate donors. “I want the people of Dunwoody to know that when I make a decision, it will be based on the facts and information at hand, and not on who or what company gave how much.”

Alberghini holds a Bachelor of Science in Mechanical Engineering degree from the University of Massachusetts and an MBA from Western New England College. He is a Registered Professional Engineer.

I have attended the annual Holocaust Remembrance Day (Yom HaShoah) in the past at the Marcus Jewish Community Center of Atlanta and the ceremony is quite moving.  This year the ceremony is Sunday April 12, 3:30 p.m. – 4:30 p.m.

The intersection of Spalding Drive and Mount Vernon Road will close for road construction starting Monday, April 13, according to the city of Sandy Springs. Please use Dunwoody Club as a Detour.

Monday night is a Dunwoody City Council Meeting - I am excited about approving the next segment of the Brook Run Trail as well as installing another park.

Have you even been in the Brook Run Greenhouse or Barn?  The Dunwoody Community Garden and Orchard (DCGO) and the Dunwoody Fine Art Association (DFAA) will be selling plants and exhibiting Art from local artists at Brook Run Park at 4770 North Peachtree Road in Dunwoody, GA 30338 from Monday, April 20 thru the 26th at the Greenhouse complex, which is across from the skateboard facility. The hours will be from 9:00 AM to 5:00PM. The public is invited and there is no fee.

Keith Parker took over one of the most beleaguered and least loved transit systems in America -- and almost instantly reversed its course.

Keith Parker had run large-scale transit operations in Charlotte and San Antonio, but he realized from the start that Atlanta would be his toughest assignment yet.

The beleaguered Metropolitan Atlanta Rapid Transit Authority (MARTA) is the ninth-largest enterprise of its kind in the country. But ever since its beginnings in the early 1970s, it has been ensnared in racial, regional and partisan acrimony. Georgia’s state legislators have never been shy to criticize or to micromanage the agency, which they have denounced as inefficient and unreliable. Originally envisioned as a five-county system, MARTA has never been able to expand beyond its initial two counties in the center of the Atlanta metropolis.

Much of MARTA’s problem has always been its unorthodox funding mechanism. Most of the nation’s public transit agencies get about a quarter of their income from state funds, but MARTA doesn’t get any operating money at all from the state of Georgia. Its budget is heavily dependent on local sales taxes, leaving the system especially vulnerable to economic downturns. During the Great Recession, MARTA took a cleaver to its operating expenses. A third of its bus routes were eliminated. Wait times between trains hit 15 minutes. Bathrooms in most stations were closed. Along with reduced services, passengers saw fares rise more than 40 percent. Customers were incensed. Ridership dropped by a sixth in the four years before Parker arrived.

Marta's Dunwoody Station - a key factor in economic development.

Join MARTA's Frank Rodriguez on a tour around the Dunwoody Station as he points out the variety of shopping, hotels, and sights surrounding this popular Perimeter area. The Dunwoody Station sits on the Red Line, a quick walk to the numerous office buildings, Perimeter Shopping Mall and plenty of great restaurants and stores.

The Dunwoody Station is part of the Perimeter Center business district because it serves as a transportation hub for multiple shuttles. Employees can ride a free shuttle to/from the Dunwoody rail station during morning and evening rush hours. Most shuttles operate every 15 minutes, and pick up and drop off on the ground floor of Parking Deck 1.

There are 1,048 parking spaces at the Dunwoody Station and parking is free for up to 24-hours. Customers staying 24-hours or longer will be charged for long-term parking at a rate of $5 for each 24-hour period or part thereof.

MARTA's Police Department uses the Dunwoody Station for its North Precinct. From this station, MPD patrols 14 stations, all the bus routes and 12,000 parking spaces from Civic Center station north to Doraville and North Springs.

In the coming months plans will be released as State Farm creates its regional hub around the station with direct access for their employees.

Massive development is coming to Perimeter - State Farm @ Dunwoody Marta Station

A massive mixed use development is coming to Dunwoody that will affect just about every resident in the city and those who travel through it.  KDC Real Estate Development and Investments, based in Texas, is behind the 2.2 million square feet project.

It will be built on a 17-acre site outside the Perimeter and will include retail, corporate offices, restaurants, entertainment and a 200 room hotel. The first building will be constructed at Hammond Drive and Perimeter Center Parkway in the old Fuddruckers and Chequers parking lots.
The building will even be connected to the Dunwoody Marta Station. State Farm Insurance will lease 585 thousand square feet of office space.

Justin Tomczack with State Farm, says it will offer a convenience factor to employees like never before. "So folks coming to work at the State Farm campus will be able to ride Marta right in to where they work so, that's a very exciting concept!" said Tomczack.
And with an expansion of that size, State Farm says it will add more than 3,000 new jobs in coming months and years.

The Mayor of Dunwoody, Mike Davis says this is a game changer for the city and surrounding Metro Atlanta. "It's huge for Dunwoody, it's really the opportunity of a generation. And not just in Dunwoody or Sandy Springs, but in the entire Metro area."

However with this new development, will come construction, that is sure to linger for several years.
That means traffic will be thick in an already congested area.  Other businesses in the neighborhood are already voicing some concern about how the traffic and construction will affect their operations. Dunwoody's Director of Economic Development Michael Starling has been fielding some of those concerns.

"Sure, we've had some companies talk to us about that, but I think we've been able to alleviate those concerns from them. Obviously a large construction project like this will impact at times, traffic, but we will have plans in place to take care of that," says Starling.
Construction is set to get underway this summer.

MARTA's 2013 Annual Report to the State Legislature - MARTOC Committee

I was sent the following document by someone at MARTA, so someone wants it spread far and wide and I am happy to oblige.    The annual financial report of MARTA is required to be sent to the Metropolitan Atlanta Rapid Transit Overview Committee of the State Legislature, chaired by Rep Mike Jacobs.

MARTA’s GM/CEO, Mr. Keith Parker is receiving high marks from both the media and I believe the State Legislature for recent changes and as a daily rider for over 15 years on the MARTA the system, I readily admit that it serves me quite well.    I like the latest Ride with Respect push but remember that respect is a two way street and that it needs to be earned by the system everyday with quality consistent service and that would include new amenities that may expected by business travelers.

Mr. Keith Parker, for system safety & security as well as to draw business travelers back into the transit fold; I recommend that you work to obtain phone & internet services underground and in the tunnels.  Washington D.C. has had this availability for years and Chicago has just gone out to bid; so please keep MARTA moving forward.
