John Heneghan sworn in for fifth term, Rachel Waldron fills Park Director role, Chief Billy Grogan announces his retirement and the Dunwoody City Council to meet at the high School on the 22nd.

Look at the smile on that ladies face above, it brings me great joy whenever I see this photo.   Good thing too as I'm still very happily married to that young lady.

Monday I had the honor of being sworn in for my fifth term on the Dunwoody City Council, having served since original incorporation.  Looking back to 2008, I am very proud of all this city has accomplished, but as a newly sworn City Councilman I need to rededicate myself to continue looking forward, always trying to do the next right thing for my community.

That being said, there are new residents who are unaware of our history so here is a link from 2018 highlighting my Ten Year recap of cityhood where the post has links and stories going much further back in time.   Maybe I'll do another recap at my 19th year mark, at the conclusion of this term?   God willing.

Serving in this capacity is a responsibility I do not take lightly as the challenges the City is facing now, may be different than in our start up years but it is no less daunting.  I have full faith in the City Manager, Staff, the Mayor and the Council to continue moving this City forward by providing quality service to its citizens, pushing though capital projects that foster the greatest good while still encouraging the business community to keep investing into our community.

Changes are happening within City Hall as we recently lost our Parks Director Mr. Brent Walker to the City of Sandy Springs but after an extensive interview of possible outside candidates, our Deputy Parks Director Rachel Waldron has already been named as his permanent replacement.   Rachel has been with us for many years and will continue to do a great job for us.   

In other news, Chief Billy Grogan also announced his pending retirement on June 1st after 40 years of policing.  Kudos to Chief Grogan for all that he has done for our community and I wish him well in is pending retirement.  We have known this retirement announcement was coming as some point and City Council pushed for an external review of the police department to have an action plan that has already been started and I would expect the next chief, to quickly implement the many suggestions in the Berry Dunn report.  It is my intention for Council to hopefully find the funds to make the requested staffing improvements that we need to make as well.  As we now have a few months to start a search for replacement for Chief Grogan, I am unsure what our City Manager and Mayor will do as I also have great respect for Deputy Chief Mike Carlson and believe he is ready to step up into the main role.

Monday is the Martin Luther King Holiday and a day of service is planned within the community with tree planting, daffodill planting as well as general clean up of the Book Run Playground, details are here.   There is also a food collection happening and if you would like donate there are details in the link above - please do if your are able.

In a couple of weeks, it appears that the Dunwoody City Council meeting of January 22 will be taking place at Dunwoody High School at our usual 6 pm start time to join the Dunwoody Youth City Council to foster some interesting discussion and public comment.  The last time we did something similar at the high school, I gave out 100's of hugs.  I will probably do the same this year just not sure of the format as it is also a formal meeting?   Guessing more details will be coming soon.

Talking to your middle school son about suicide is not easy, explaining that everyone is special therefore deserving of respect and love was much easier. #hugs

As usual this time of year, I review and rededicate myself to the City of Dunwoody Mission, Vision and Values and usually publish them.  The Mission and Vision statements were updated a few years ago and as much as I respect the changes, the original statements still mean something to me too, so I published them both.

Finally, I came across this photo of the core group of the Citizens for Dunwoody who worked on incorporation planning for years before finally becoming a city.   Damn we all looked so good.

Dunwoody Mayor Deutsch's Meetup: A Community Conversation with Police Chief Grogan - Tonight 6 PM at Brook Run Park


Tonight at 6 p.m.on the Great Lawn at Brook Run Park as #Dunwoody Mayor Lynn Deutsch hosts Dunwoody Police Department Chief Grogan for her first Mayor's Meetup. In light of the recent death of George Floyd and the resulting civil unrest, Chief Grogan will share information about the Dunwoody Police Department and answer questions from the audience.

If you would like to learn more about the demographics of the department, how use of force investigations are completed, get info about the department's use of force policy, learn about the process for filing a complaint, be educated about how officers are trained, or how they are selected, then this meeting is for you.

Mayor Deutsch and Chief Grogan are looking forward to having this important conversation with the community tomorrow night. Bring folding chairs and/or blankets. You can even bring a picnic dinner.

Dunwoody Chief Billy Grogan discusses Police Accountability



At the June 15th Dunwoody City Council Meeting, Police Chief Billy Grogan was coming in front of the City Council to discuss the Department's Use of Force policy.  Based on events taking place in the community and upon requests from the Mayor and Council, the final presentation given by Chief Grogan was greatly expanded to Police Accountability, covering a number of important subjects.

Chief Grogan's initial presentation was published on my blog, but I never updated the community with his expanded presentation on Accountability.   The actual presentation delivered includes an update on the City's Non-Discrimination Ordinance, Law Enforcement Training, and reporting of statistics. There are slides on the extensive and wide amount of police training that takes place. The presentation goes on to discuss policies on the various levels of use of force and investigations that take place after every use of force incident, the statistics on the number of complaints against officers, agency demographics and community engagement activities conducted by the Department.

On a related matter, sometimes I share my thoughts on other platforms like Twitter and those thoughts don't always make it onto the blog.  On June 17th at an hour when most people were asleep, I posted to Twitter about an article on policing that I thought was worth sharing.

Dunwoody Police Chief Billy Grogan explains how important it is to register with Smart911 and National Night Out is Tues Aug 6th - great family event.

Several weeks ago Chief Grogan was at a public meeting and he took a question on the problem of cell phone calls to 911 being routed through the wrong 911 center from an adjoining municipality.  More than 80 percent of calls to 911 come from cell phones which are not tied back to a specific address therefore opting in to the Smart911 service by registering your information into the 911 databeses will assist you and the 911 operator in a time of emergency.   Please register.

Great Family and Kids Event - Come on Out!

On Tuesday, August 6, 2019, the Brookhaven Police Department and the Dunwoody Police Department will co-host the 36th Annual National Night Out (NNO) event. This community event will be held from 6:00 p.m. to 9:00 p.m. at Target, located at 100 Perimeter Center Place in Dunwoody.

Sponsored by the National Association of Town Watch, National Night Out is an annual community-building campaign that promotes police-community partnerships and neighborhood camaraderie to make our neighborhoods safer, better places to live.

This year, the two hosting Police Departments will have patrol cars, SWAT vehicles and other specialty vehicles on display. The DeKalb County Fire/Rescue Department will also have fire trucks and other pieces of equipment on display. Police Officers, Fire/Rescue personnel and 9-1-1 personnel will be on hand to answer any questions related to vehicles, personnel or public safety operations.
In addition to public safety organizations, many local businesses and community groups will have display booths set up. Music and entertainment will be provided, along with free food and drinks donated by many local stores and members of the community.

Did you know we couldn't find enough police cars for startup so we were forced to paint the white cars, half black and painted the black cars, half white?


After looking back over the 10 years of photos, videos and blog posts, I feel as if I am now sharing my child's baby pictures but then again the Dunwoody Police Department belongs to all of us.  There is a small party tonight at City Hall to celebrate and recognize the occasion.  Bring the kids as there will be a behind the scenes tour included.

City of Dunwoody - 2018 Annual Report of Crime Statistics and so much more!


Dear Citizens of Dunwoody,

Welcome to the Dunwoody Police Department’s 2018 Annual Report. December 17, 2018, marked my 10-year Anniversary as the first Police Chief for the City of Dunwoody and I could not be more honored to have served such a wonderful community for over a decade. I am exceptionally proud to represent the professional, committed men and women who comprise this department. They serve with pride, compassion, and a willingness to put community before self each and every day.

The mission and vision of the Dunwoody Police Department are rooted in our commitment towards building positive relationships with our community. Our staff resists the pull of status quo and constantly strives for continuous improvement. Throughout the year, our organization has been involved in community events, dialogues, and neighborhood and civic association meetings intended to develop and nurture healthy communications between our department and the people we serve. Through community feedback and ongoing specialized training, our department is evolving to provide the utmost in police service in a modern and rapidly-changing environment.

Although we experienced a slight decrease in Part 1 Crime in 2017, 2018 saw a slight increase of 2.1%. Our biggest percentage increase in crime occurred with Rape (125%) and Armed Robbery (56.5%). The percentage was high, but the number of incidents were low. We also experienced an 11.3% increase in Burglaries. Reducing crime is a major focus of our crime-fighting efforts in 2019.

We responded to 59,506 calls for service, arrested 2,004 individuals, yet we received only 11 complaints. We had 105 use of force incidents, yet received no complaints of excessive force. The majority of our use of force was due to the display of either a firearm or a Taser. Both of these stats reflect our commitment to excellence and fair and impartial policing.

The top offenses for arrests included Shoplifting, Failure to Appear, Wanted Person Located and Drug Offenses. 86% of the people we arrested were non-residents. The top citation violations were Speeding, Following Too Close, Obedience to Traffic Control Device and Expired Tag.

Sadly, we experienced 19 overdose incidents in 2018; three of which were fatal. Thankfully, our officers deployed Narcan in several cases, resulting in lives saved. In fact, five officers received the Medal of Meritorious Service due to their life-saving efforts with Narcan and CPR. As we continue forward and look to the future, it is with great pleasure that I present this Annual Report to you as a token of our pledge to uphold our core values — Professionalism, Respect, Teamwork, Integrity,

This warmed my heart for the Christmas Season.

A special thank you to the DeKalb County Sanitation crew that removed a large deer carcass on Christmas morning from the side of the road.  Your efforts were greatly appreciated as one little boy thought he looked a lot like Blitzen.

Dunwoody Police Chief, Billy Grogan will give an update on the Dunwoody Police Department and Richard McLeod and James Lemoine (our new Code Enforcement officer) will talk about code enforcement in Dunwoody.  There will also be a discussion on forming a Dunwoody Farmers Market on Saturday mornings at Brook Run.  

I unfortunately will be missing the meeting because of another engagement but one topic that I hope he covers is the legality of possible enforcement of "No Thru Traffic" signs that are up in some subdivisions on pubic roads.  Because of congestion and/or construction between 285 & PIB, traffic along the top end may be guided onto surface streets via online traffic routing web services, in order to move faster than the main clogged arteries.  Because of this recent development, our neighborhood surface streets are now starting to resemble the interstate at rush hour whereby there is a line of cars 30 long in front of your home where you are just looking to pull out of the driveway.

Residents in my neighborhood were looking for relief from this cut thru issue along with more enforcement of speeding, stop sign violations and trucks also cutting thru.  I reached out to Chief Grogan to share the neighbors concerns and asked that he have the Dunwoody legal staff research the legality of enforcing the "No thru Traffic" on public streets as I personally see the issue as unenforceable.  I'm looking forward to the answer because if this item is legally allowed to move forward I would want to learn more as to probable cause for the stop and then as a community develop policies (ordinances) as to its use in order to protect our collective civil liberties.

People living near DeKalb-Peachtree Airport who are concerned about noise “have nothing to worry about,” says its newly appointed interim director, even as the airport strives to bring in more business.

DHA discusses police issues
Grogan said crime was up 6 percent this year in Dunwoody, citing an increase this year in domestic-related cases, particularly on the east side of town.   “You have a higher level of crime in apartment communities,” he said, “because of the transient nature.”   He also mentioned crimes such as car break-ins around Perimeter Mall.

After a bit more than a month after outfitting all Dunwoody officers with chest-mounted cameras, Grogan said most of them like it.      But officers at first acted warily about the body cameras, Grogan said, just like he saw when training officers to use the then new dashboard cameras as a lieutenant for Marietta Police.     “People were just raising Cain,” Grogan said, “with an ’I don’t want the bosses watching me’ kind of mentality.”

Chief Billy Grogan - Information About New City of Dunwoody Alarm Ordinance


Alarm ordinance: This resulted from 4000 false alarms last year, 90% of which were human error.  The ordinance goes into effect on July 1.  They key elements are that owners will be able to register their alarm on the website.  The electronic portal for this service will be announced soon. If you have an alarm, you are required to register it.  Noncompliance draws a $100 fine.  Each alarm owner will be allowed up to 2 false alarm calls in a year. If there is a third one, there is a $50.  In short, the system is designed to make people who create the problem and abuse the system, “pay” for their shortcomings on fine basis.

Dunwoody Police Department’s 2011 Annual Report

Dear Citizens, With another year behind us and a new one underway, the Dunwoody Police Department’s 2011 Annual Report offers context for where we’ve been and where we plan to go next. We are proud to provide our partners and community members with the opportunity to learn about our agency’s work, revisit some important activity from this past year, and look into our future direction.

In 2011, the Dunwoody Police Department staff worked tirelessly to build upon those relationships already established while forging new ones. Our Citizen’s Police Academy, Situational Awareness class and Ride Along program continue to have great community participation. In addition, our Neighborhood Watch program is one of the most effective tools we have to combat crime in our neighborhoods. On several occasions this year, citizens reported suspicious activity in their community and we were able to make arrests as a result of those calls.

The Dunwoody Police Department continued to provide programs of benefit to teenagers. Our Police Explorer program provides an opportunity for teens to develop leadership skills and a heart for service while learning about what it takes to be a police officer. In addition, our Collision Avoidance Training (CAT) teaches teens safe driving habits. A survey of past CAT attendees completed in 2011 reveal that none of the graduates of the program have received a citation or been involved in an at-fault accident. This is quite an accomplishment! Lastly, our “It’s Party Time, And It’s No Game” drug and alcohol awareness program for 8th graders continues to be a huge success and a sought after class amongst 8th graders at Peachtree Charter Middle School.

Overall, Part 1 Crime in Dunwoody was flat in 2011 compared to 2010. Our Part 1 Crimes were down .9%; however, our Violent Crimes were down 14.4%, while our Property Crimes were down .1%. We had one homicide in 2011 - the day after Christmas. Our Detectives completed a quick and thorough investigation; arresting a number of individuals including the actual shooter, as well as the person who hired him. In addition, our Detectives were able to secure an arrest warrant against Hemy Neuman for the highly publicized “Dunwoody Daycare Murder” of Rusty Sneiderman, which occurred in 2010. Our overall arrest numbers were down in 2011; however, shoplifting arrests were up 5.3% at 460; drug arrests were up 25% at 205; and wanted person arrests were up 26.6% at 162.

The Dunwoody Police Department continues to be a leader in law enforcement’s use of social media. On April 9, 2011, we “tweeted” all of our calls for service for 24 hours straight. This event was well-received and resulted in 800 additional followers for the Dunwoody Police Department on Twitter within one week. We also engaged our community via social media in our “Dunwoody Dave” photo contest. We had 68 photos of our Dunwoody Dave character submitted by participants and the winning photo was of Dunwoody Dave overlooking Hong Kong. Participation in our Interactive Defense program continues to grow and is widely praised for its ease of use for Vacation Watches.

The staff of the Dunwoody Police Department continues to deliver excellent customer service to our community, always conducting themselves in a professional, ethical and compassionate manner. I receive emails, voicemails and verbal communication from citizens weekly about our staff’s positive interactions.

I hope you find the information contained in this report useful and relevant. I would like to thank you and the entire Dunwoody community for your support of the Dunwoody Police Department. Dunwoody Police Department is a leader among the International Association of Chiefs of Police when it comes to Social Media

 2011 A Year in Review    IACP - The Social Media Beat

As I look back on our department’s use of social media in 2011, I believe we have come a long way. At the beginning of the year, almost all of the information being posted online was being generated by one person. As a result, timely information was not being posted as it should be which somewhat limited follower interaction with the department. We recognized this as a problem and have taken steps in 2011 to correct it.

Now, important information is consistently being posted. Our supervisors in Uniform Patrol are posting real time information of interest to our community. This has resulted in an exponential increase in community engagement. Our Community Outreach unit keeps our social media channels updated with our press releases and important crime prevention information and tips. All of these changes have contributed to significant growth in our use of social media, community interaction, and number of followers.

In 2011, we tried a number of social media experiments that helped our social media following grow and seemed to inspire community support as well. We tweeted all of our calls for a 24 hour period. This was our largest and most successful social media experiment. In addition, we sponsored a photo contest during the summer which garnered great community involvement. Lastly, we had a Tweet Along with an officer who tweeted all of his calls for his shift. Collectively, these experiments gave us great insight into what our followers are interested in and how we can better meet their needs.

Our social media goals at the beginning of the year were to increase those who follow us and increase the interaction between our department and community on our social media channels. We have achieved those goals. Along the way, we found that it is not always what you post that is most important but how you post it. Posting information using humor, recognizing the unusual situations to report on, and having the correct tone of our postings for our community were lessons learned in 2011.

As we look forward to 2012, I believe it will be the year of video for our department. We have received a grant from the Rotary Club of Dunwoody so we can purchase a quality HD video camera and sound equipment. Our goal in the coming year is to record PSA’s and other quality video that we can post on our various social media channels to make an even greater impact in our community.

This eight minute professionally produced video highlighting the many aspects of the Department was made possible through a generous donation from the Rotary Club of Dunwoody. The video provides information about the activities of the department and highlights of information and programs that might be of interest to the citizens of Dunwoody.
