ITEM DESCRIPTION
Public Hearings and Ordinance to establish the 2018 Ad Valorem Tax Rate. 
BACKGROUND
The proposed millage rate is a levy of 2.74 mills or $2.74 for every $1,000 of the assessed value of property (about 40% of the fair market value.) This rate applies to both real property and personal property for businesses. Three public hearings, two advertisements in the Crier, a press release, and posting to our website are all required to adopt the proposed millage rate. Staff has addressed each of these required steps.

Collection of the ad valorem taxes will contribute to General Fund revenues for the general operations of the City including police, public works, community development, and administration; as well as capital projects. Increases in the digest over time should offset inflationary increases in the costs of providing services as well as the costs of new programs approved by Council.

This year’s digest projects a 13.45% increase in revenue (~$1 million) over the prior year. This figure consistently drops throughout the calendar year as appeals are settled. Due to the assessment freeze on homestead property, most of the increase is for commercial property. No one owning a home when Dunwoody incorporated is paying more for the same property as they did in 2009 with this credit. Also, no one who purchased since 2009 is paying more tax than when they acquired their homestead, except in cases where the property was improved. Differences from the budget in property tax revenues will be combined with other variances and subsequently allocated by Council through the normal budgetary process.
RECOMMENDED ACTIONS
Staff recommends adopting the ordinance to establish the 2018 Ad Valorem Tax Rate.

Dunwoody dicusses Alcohol, pervious surfaces / back yard vehicles, sunset provisions of nonconforming signs and an IGA for sanitation.

Monday night there are 26 items on the agenda and I am guessing there may be an executive session as well therefore it will be a long night.  Besides the Zip Code item that I am posting separately, I figured I would post the most contentious and/or interesting items for your reading pleasure.

Several items are coming back a second time because the council (and various citizens) weren't happy with the language in previous versions of the proposed changes.   Allowing alcohol closer to the residential neighborhoods is being proposed under a Special Land Use Permit and the definition of the word paved is also returning to us to allow the use of pervious materials, which will then allow all residential zones to have bigger houses and structures. The issue on this item revolved around cars being parked on the property and this document mentions that a future text amendment on the item may be needed, so I thought I would bring it up.

Now that the Dunwoody Sign Ordinance is in place, Council wanted research on sunsetting the use of non-conforming signs and staff has returned with information.

Finally the last item is a one year extension of the current IGA for DeKalb County to continue providing Sanitation Services at the same price.

Hear Yee, Hear Yee the Dunwoody Court will now be sworn in under the Welcome to Dunwoody Sign.

The Dunwoody City Council will be having a work session on Monday 7 p.m. at Dunwoody United Methodist Church followed immediately by a regular voting session.

The big items I see on the schedule are the introduction and swearing in of the Dunwoody Judges and the possible unveiling of the Welcome to Dunwoody Sign.

The Monday Night Dunwoody City Council meeting covered a wide range of items on the agenda and most items were approved as presented. Including glass containers of alcohol (bottled wine, ect) are now allowed in parks when an event is permitted by the city. Employee benefits were discussed at length and approved by the Council as presented except for the health club membership portion which was removed. A new public comment period was added just prior to city council votes when amendments are added from the floor. The Construction & Alcohol Appeals boards were deferred until a future meeting in order to obtain a different set of volunteers since there is no reason to have one group sit on three various boards. The other boards were seated as proposed with the Mayor completing the slate for the Development Authority.

The big news of the night was the decision to enter into an agreement with the newly created Development Authority for the City of Dunwoody to sign a ten year lease for a co-mingled City Hall and Police Station at 41 Perimeter Center East, Dunwoody, Georgia 30346. This location is near the mall, off Ashford Dunwoody and located directly behind the Ravinia Building Complex. The City will lease almost two full floors (1st & 2nd floors) whereby the Police Station and the Court Room / City Council Chambers will be located on the First Floor and the Second Floor will be the administrative offices of City Hall.

I am not allowed to speak about what is said in executive session but believe I can state that the City Hall decision was a difficult one for all members of the Council (it was for me) since I like many were hoping for an ideal location in a different part of the City, but it just did not make financial and logistical sense to do so.
