This week I received this letter asking for a community living arrangement  from a resident and requested staffs review as well as a possible amendment to what is being proposed if appropriate.  Another resident presented a legal challenge to the possible change to section 16-190 Appeals whereby an appeal of the Community Development Director's decision could possibly go to the Zoning Board of Appeals instead of the City Council for the Appellate review and I forwarded that issue to our City Attorney for his legal review & opinion. Based on the various communications I received on this issue I am guessing this will be one of the highlights of Monday's meeting.  No matter what the City Council suggests when it is finally voted upon, the issue will be up for discussion with the various city boards (full cycle) weighing in before it being returned in 90 days for a final decision by the City Council.  Though I have spoken on this previously, I will hold further comments until Monday.

Dunwoody City Council Recap - Dog Park Contract & Concept of 5 acre park both deferred.

 

It was a very long evening for the last meeting of the year.  We started with Executive Session starting at 5 pm followed by the voting meeting starting at 7 pm which ran well past 11 pm.   Streaming video the last few meetings has been hit or miss for me with poor bandwidth (might be caused by the service I use and not the city?) and numerous dropped connections.  This evening I had software configuration issues because QuickTime was mistakenly installed or updated and my streaming software was not happy.  I tried to give notice that I would not be streaming and that the City feed would be available.   Hopefully that worked for you?  

Based on my notes, everything requesting a vote passed as presented except for two items.

The new dog park contract was deferred as Council has questions on cost and location of the proposed new park vs the cost and effectiveness of the proposed repairs to the current park.  Several on Council might be leaning towards and "hoping" for a compromise.

The "Updated" concept of the 5 acre park still had the small band shell and it was discussed that we may need to cut back the plans in order to build in stages.  The City held a public meeting and comment cards were completed but Council never saw the cards, instead we only received filtered information.  Action was deferred for reworking.

Councilmember Shortal requested that we amend the master transportation plan to remove the proposed center lane on Mt. Vernon and was told that it is best discussed when looking at the big picture maybe during the Council Retreat in January.  All of the master plans should be reviewed (by Council / various Boards & the Public) every few years (5 might be right though some might need it sooner) to make sure they are still pointing in the correct decision.  In case a lawsuit is ever settled, I know I would like to discuss a change to allow "Active Recreation" and/or "Scheduled Sporting Events" on the back forty acres of Book Run.

Councilmember Bonser presented a bill (of about $1,700) for legal expenses and she was directed to file it against her personal expense account that contained enough to cover it.

Dunwoody City Council Recap for October 27, 2013


Everything on the agenda passed as presented with the only changes to the budget being a few minor revenue changes to the positive. We heard of additional delays on the CAD to CAD project, we heard a preliminary report that an independent school system based on Dunwoody's revenue and expenses to be not only feasible if implemented at the current levels but would be running a surplus which could be lowered by reducing taxes or we could reduce the proposed class sizes to improve the services provided. The final report on the feasibility of an independent school system should be available around Thanksgiving and when presented to me I will post. We approved the final contract to the Dunwoody Village Parkway.

Shooting video tonight was hit or miss as I was knocked off for lack of bandwidth a number of times but that being said, there are 7 video segments available here.

Video of the October 14th Dunwoody City Council Meeting.




The Dunwoody City Council started at 6 for a quick meeting, followed by executive session on real estate followed by the main meeting that started at 7 and finally ended about 11:30.  It was along night.

Council approved the Zoning Code Rewrite with some minor edits taking out the restrictions on animals and added a few clarifying points that were not substantive. We approved a minor GDOT item and everything else was discussion item preparing for the vote in two weeks.  We discussed the Dunwoody Village Parkway, Georgetown Renaissance Project, Brook Run Trail, City Budget and a Spruill Center Ground Lease whereby a new 6 story hotel will be built just off Ashford Dunwoody near Wal-Mart.  

The items added by Councilwoman Bonser regarding an ethics hearing and her reimbursement were removed from the agenda by her at the last minute.

The City of Dunwoody is embarking on Project Renaissance, a residential redevelopment project in the Georgetown area of Dunwoody. This redevelopment project is a public-private partnership between the City of Dunwoody and John Wieland Homes and Neighborhoods. As part of that project, the City has developed plans and intends to select a qualified contractor for the two new public parks and multi-purpose trail to be constructed on the 16-acre portion of land between Chamblee Dunwoody Road and Dunwoody Park.
The two public parks will consist of new restrooms, park structures, play areas, seating areas and new lawn, landscaping and irrigation. Landscaping will consist of new turf areas, ground covers and grasses, various deciduous and evergreen shrubs, accent trees and shade trees. The selected contractor will be responsible for providing a one year warranty period from date of planting completion on all the landscape plant material installed. The multi-purpose trail, linking both parks, will be a 12’ wide concrete trail to match the trail that the City is installing in nearby Brook Run Park.

The parks and trail are to be constructed on land previously slated for a townhome development, and as such, there currently exists on site roads, curbs, modular block retaining walls, a variety of utilities and drainage lines and structures. The proposed park improvements includes earthwork, existing retaining wall removal/replacement, water and sewer connections, electrical service, as well as stormwater drainage as part of the civil scope

The Chamblee-Dunwoody Family Park improvements include terraced grading with low granite seat walls, and the playground area utilizes a porous poured-in-place play surface and perforated pipe under drain system to collect all rain runoff. A new parking area is proposed and will be provided with associated storm drainage. There is a proposed bathroom building with domestic water and sewer connections as well as an irrigation meter with irrigation system. The existing failing large modular block retaining wall is to be removed, re-graded and replaced with a planted slope.

The Central Square Park improvements include new angled parking around the perimeter, a large central pavilion, a new restroom and storage building, a linear plaza space with low granite seat walls and a decorative fountain, two bocce courts and associated concrete sidewalks and the 12’ wide concrete multi-purpose trail. The Central Square Park modifies the existing grades to create terrace levels, large open playfields and as a result, there are low granite seat walls with ramps to access the main central pavilion providing an amphitheater area to the southeast. It also has a proposed restroom and storage building and as a result has both water and sewer connections. The civil design proposes perforated pipe underdrains under the porous bocce courts and yard inlets throughout the grassed play areas. Existing drain inlet tops are both adjusted to grade and converted to grate inlets due to the relocation of the curb around the proposed park improvements. In addition there are two irrigation meters in this area, one for the irrigation system and one for the decorative fountain. The restroom and storage building, the large pavilion and other areas of the park will require electrical service for decorative and security lighting and electrical outlets.

The proposed concrete multi-purpose trail starts at Chamblee Dunwoody Road and runs for approximately 1,700 LF down to the corner of North Shallowford Road and Dunwoody Park. One exercise station along the trail will have outdoor equipment and the trail will also feature landscaping and irrigation to provide a linear park feel.
