It seems to me that the priority of this resolution ought to be section II. Why is that second?dun
I'm confused on the proposed "resolution" for regulatory fees [<codeword for TAX INCREASE] for massage establishments. Why is it a resolution and not simply an "ordinance"? Resolutions are typically non-enforceable opinions, while ordinances are changes in law. Is it another scrivener error?
