Agenda

SECOND READ: Consideration of Emergency Ordinance of the Mayor and Council of the City of Dunwoody, Georgia, Under Section 1.03 of the Charter of the City of Dunwoody, Georgia, Declaring Local Emergency of the Novel Coronavirus Disease 2019 Global Pandemic

There is one item on the agenda and it is the second read of our emergency ordinance pointed at slowing the spread of the virus which was originally directed at public gathering spots of restaurants and bars.  On Friday evening we will ratify this with a second read and modify it to now include gyms and workout facilities.

Gyms or Sports Clubs offering the use of Exercise Equipment or Close Contact Sports are being asked to close by 9:00 p.m. Friday, March 20, 2020, until this emergency declaration is terminated.

Due to the joint use of the equipment and close proximity required to deliver both exercise facilities and close contact sports, the same being in contravention to the public health, safety, and welfare due to the nature of this emergency, Gyms or Sports Clubs offering the use of exercise equipment or close contact sports shall discontinue business until this emergency declaration is terminated.

The City has also taken it upon itself to close all City playgrounds, the skatepark, basketball courts, dog park and other places we have seen people congregating.   The trails will remain open but please don't congregate in groups.   Restrooms have also been shutdown so plan accordingly.

Finally, it appears that we will also have City Council Meetings next week on Monday & Wednesday at 6 pm.

City of Dunwoody passes Emergency Dining Restrictions - take-out, delivery, drive-thru and curbside pick-up only.

"Tonight the Dunwoody City Council made the difficult decision to change the way restaurants can operate within the City of Dunwoody. To be clear, restaurants can remain OPEN, but there should be no dine-in option beginning Saturday morning. Restaurants can continue to provide take-out, delivery, drive-thru and curbside pick-up.

We did this because we have grave concerns about the public's health. The latest CDC recommendation of no groups more than 10 people plus our federal government's 15 days to slow the spread campaign pushed me to take action. I am grateful for Council's support and commitment to the health of not just our community but beyond.

I hope you will join my family in supporting our restaurants by ordering to eat at home the next few weeks."      Mayor Lynn Deutsch

SECTION 4.  The City Council hereby ordains that the City strongly advises all businesses to follow the below requirements as of this adoption of this Ordinance, and further ordains that as of 9:00 p.m. Friday, March 20, 2020, the following requirements shall become effective, in full force, and mandatory for all businesses subject to these requirements:

4.1     Bars, Restaurants, or Businesses that sell food or beverages for consumption on premises:

4.1(a)    All bars, restaurants, or businesses who sell food or beverages for consumption on premises shall be closed to in-person dining, consumption of alcohol, or other business activities until the expiration of this declaration of emergency; provided that this requirement shall not apply to any retail grocery stores so long as they have discontinued and closed any areas designated for the consumption of food on the premises.

4.1(b)    Bars, restaurants, and other businesses who sell food may offer food for take-away or for customers to eat somewhere other than at the establishment.

4.1(c)     Businesses affected by these closures shall establish systems that that all onsite consumption of food is prohibited, and that patrons, employees and contractors of the business maintain at least 6 feet of personal distance between themselves as much as possible given the physical constraints of the premises.

4.1(d)     If a restaurant is licensed to sell beer and wine for on-premises consumption, such business during the efficacy of this declaration only shall be authorized to sell unopened bottles of beer or wine for take-out consumption off-premises.

Sláinte - an Irish toast to your health & a memory of my wedding on this St. Patrick's Day. @oldstpats

Today is St. Patrick's Day and it will not be the typical one for me or my family.  There will be no parade, no Irish Bar, no church services, no restaurant meal of corned beef, and honestly, there doesn't seem like there is much to celebrate.  People are suffering, scared, unsure how they are going to pay the bills and they are worried for their health and for those they love.

I am 100% Irish, with four grandparents being born in Ireland.  My paternal grandfather William Heneghan was from Tourmakeady, County Mayo, and my grandmother Nora Duffy was baptized at the Ballintubber Abbey just down the road.  They both left Ireland at a young age (15 & 17) because of hard times, emigrating to America and winding up in Chicago where they married and had four children.  My maternal grandparents Maurice O'Regan and Catherine Ryan had similar stories except they were from Limerick and Cork, and they met in Chicago after they left Ireland looking for a better life, and they also had four children.

When Kristin and I were married back in 1996, in the oldest public building and oldest church in the City of Chicago - Old St. Patrick's Church.  None of my grandparents were alive to attend my wedding, but they would have loved it.  The priest was the beloved Father John Cusick, who is about to celebrate the 50th anniversary of his ordination and he still feeds my soul with his wisdom and guidance.  There was a five or six string ensemble and our soloist Ms. Catherine O'Connell sang like an angel.  At the end of the ceremony, there were bagpipes, and at the reception, there were Irish dancers.  Of course, the party was epic.

Our wedding was not only a celebration of our love and future together. It was a joining of families and a milestone in our lives that needed to be acknowledged and honored.  It was a celebration that her parents were able to walk her down the aisle after being in a horrific traffic accident several months earlier.  It was a memorial for her grandmother Bubby who died in that accident.  The Irish traditions we placed in that ceremony were not only for us but for those that came before us, to honor our parents who set the examples for us, but also for William & Nora as well Maurice & Catherine.

On our wedding day, Kristin & I dedicated the song, "How Bright is the Day" to our Grandparents and at 1 pm I will be live streaming the Mass from Old St. Patrick's Church where Catherine will once again be singing.

My grandparents didn't have easy lives, yet among the toils and suffering of everyday life, they lived and they loved.   We too need to live and to love, to drive out our fear and reduce the suffering not only for ourselves but for all those that cross our path.

Sláinte - an Irish toast to your health.

Dunwoody, GA – March 14, 2020 – In an abundance of caution related to COVID-19, Dunwoody City Hall will be closed to the public until March 30 to protect staff and visitors to the building. Police and city operations will continue during this time.

“Our priority is to keep everyone safe and healthy. I’m grateful for the preparation by staff to be ready to telework,” said Dunwoody Mayor Lynn Deutsch. “Dunwoody's greatest strength is our community, and I know that working together we can make everyone feel supported during these uncertain times.”
