Meeting Audio from Monday's Dunwoody City Council Meeting

For those of you who enjoy listening to this audio of city council meetings the audio of this session was broken into three pieces and follows the agenda.

For the most part everything passed except for the Hotel / Motel Tax item which was deferred until the Dunwoody Tourism Board structure is hammered out in a meeting later this week.

The Atlanta Gas Light franchise fee was also added to the agenda with very minor changes from the previous review.

Dunwoody talks finances and is still looking for VoIP & Network bids.


Though the Dunwoody City Council approved a contract for the City's Comprehensive Plan, passed a Public Assemblage ordinance and approved franchise agreements with Atlanta Gas Light & Comcast, it seemed that we discussed city finances most of the night.

We discussed the Financial Report for January.

Had the first read on an amendment to the fiscal year budget and discussed our possible GMA lease agreement for capital items needed in City Hall.

Discussed in detail and then deferred a purchasing policy that revolved around credit cards.

We then reconsidered our vote of the VoIP telephone & network from last week due to irregularities with what was being offered by the various vendors and then asked City Hall to go out again for bids.

I have audio available in four parts that follows the agenda. Part 1 is the start of the meeting until the end of unfinished business (Comcast). Part 2 is the Financial Report for January through the first half of the ordinance to amend the budget. Part 3 starts with Don Boyken closing out the amendment to the budget by reporting on the construction of City Hall and ends just before the VOIP discussion. Part 4 is all VOIP Telephone and Network Infrastructure until the end. There was no executive session.

Various Items of Dunwoody Interest, Meeting Recap, Doraville Vote, Crime, Geography and the Taste of Dunwoody

Tonight's Dunwoody City Council meeting started at 7 p.m. and ended after 11 p.m. with an extended executive session talking about personnel issues and real estate. Since I am not suppose to discuss the details, I'll just let you decipher for yourself what I am allowed to tell you, ersonnelpay issuesway & ealray estateway. I hope that cleared that up.

The audio from the meeting is up available beginning here and then half way though starting here. Take a look at the agenda, the first audio clip is from the start until our Tax Note and the second clip is from our zoning fee schedule until the start of the executive session. No audio was recorded in executive session.

As far as a recap, it was an uneventful meeting whereby we adopted DeKalb's Comprehensive Plan and Land Use Map until we completely redo them in the Dunwoody comprehensive plan later this year.

We deferred the Comcast franchise agreement since the Council still had a few questions that had to be hammered out prior to it being ready for our vote. We pretty much passed the other items on the agenda, many of which were put in front of us several times prior.

The change in the meeting procedures to allow public comment and the alcohol amendment to allow permitted drinking in the parks under a special use permit were both tabled until they could be discussed at a City Council Retreat coming up on the 20th of the month and then possibly reintroduced at the next voting session.

We have a new Finance Director by the name of John Grotheer who's resume looks impressive and he starts very soon. FYI: this was not part of the executive session so please don't go filing ethics charges on me just yet.

I received the Dunwoody Crime stats for the holiday season and it looks like shoplifting and entering autos were a mainstay of looking for that perfect gift. Ho, Ho, smash & grab.

It was finally decided that Doraville will be voting for annexation again on Jan 27th and I hope it passes this time in order to remove the pockets of unincorporated DeKalb that will still be serviced by the DeKalb PD if it doesn't. Nothing against DeKalb PD doing it, except that it will be inconvenient for them to continue to do so since they would have to go though Doraville to service the little pockets of the unincorporated areas.

My favorite night out event with the wife was just announced and I'll be looking for a large group of our friends to join us. Great food, good atmosphere and even a better cause, the Taste of Dunwoody at the W Hotel.

Congrats to the Vanderlyn 3rd and 4th grade team who finished 3rd in the County wide Geography Bowl. This was an awesome event hosted by the DeKalb School of Arts and if you think you know your Geography, test your skill here.

Dunwoody to review City Budget on Monday Night

Monday night the Dunwoody City Council will be holding a special budget meeting to review the cities finances and vote on a number of other issues. I have highlighted a few items from the full agenda and linked some of the relevant documents.

(15M in Rev & 14 M in Exp with another .5 M in contingency reserves but does it meet our service needs? Service levels for Police, Code Enforcement, Roads & Parks, are they correct?)

Dunwoody comes to an agreement with the DeKalb P.D. and looks to sign off on Large City Contractors.

Thursday Night is a Special Meeting of the Dunwoody City Council to conduct hearings on Zoning and Sign ordinances but besides those items the agenda is packed with a number of noteworthy action items.

It looks as if we have come to final contract terms with our three vendors but City Hall forgot to attach the documentation on the public works contract. We will be hearing an expert presentation on sexually oriented businesses and voting on the proposed ordinance. It also looks as if we have come to an agreement with DeKalb County for an IGA on extended police services which will be costing us $430,000.00 per month until at least March 31st. I have placed on the agenda a resolution for the city to form a Sustainability Commission to explore becoming a certified ARC Green Community and with a little oversight we should be able to meet the requirements for basic certification within a year.

Dunwoody Dec 8th - Police Chief / Police Management Structure, Zoning, Land Use and Sexually Orientated Businesses.

The rather long agenda for the Monday December 8th, Dunwoody City Council meeting is linked below but please allow me to list the items of interest as I see them. Agenda & relevant document folder.

At the top of the agenda is public comment and all residents and business owners are encouraged to tell the City Council what is on their mind. The City Council meetings have been averaging about 40 to 50 people per night and it seems that the same 5 citizens come to the podium every week to speak. I am very appreciative of those who come and voice their concerns but I would also love to see more people take advantage of this opportunity to make their issues known.

The City Manager has informed us that he will be giving an update on City Implementation.

There will be an introduction of the Chief of Police, William “Billy” Grogan as well as the authorization of the police departments management structure (Deputy Chief, 3 Lieutenants & an Executive Assistant, as well as their pay scales).

I believe the only second read on the agenda that hasn't been completely vetted was the Georgia Power franchise fee and that is rather straight forward.

There will be first reads on the following ordinances, with no discussion until the following meeting.
Earlier in the week the City went out with an RFQ for the Comprehensive Land Use Plan.

There will also be a reminder at the end of the meeting that we will be having a special called public hearing on December 18th for adopting the Dunwoody Zoning Ordinance and the Dunwoody Sign Ordinance.

Because of the public hearings on the 18th the meeting scheduled for December 15th will probably be canceled, but then again the Council may want to have a work session to hammer out the many first read ordinances that they are receiving at this meeting?
