Here is a Powerpoint Presentation highlighting what is in the 2025 budget and how we are funding it. 

 The 2025 general fund budget is pretty bare-bones except for cost increases (salary, health insurance, contract escalations, & fully funding the nine police positions we added in 24).  Many of the additional police personnel expenses in 2025 are being paid with ARPA (Federal) Funds that will not be available in the future and with city expenses escalating faster than revenue, I understand that the city is facing an issue in the coming years in order to maintain the same level of service; especially as all city service contracts will be renegotiated with expected large increases.  This is an issue that I am guessing will be discussed in detail on Monday morning.

Capital funds are special revenue streams that typically can not be used for General Fund (operating) expenses like salaries, so these funds can not be used for those expenses but instead can be used for things and construction.  On the 2025 Capital funds front, we estimate $20 Million will be spent, with street paving & intersection improvements being a big chunk of those funds.  Besides streets, there is $3 Million for path construction, $1.8 Million for a new bridge over 285 at Chamblee Dunwoody, $1.7 Million for new Police Vehicles / Equipment, $1.3 Million for a new Brook Run Maintenance Building, $1 Million for the Dunwoody Nature Center Expansion, $1 Million for the new turf at Peachtree Middle School where the city already has a long term lease, $700K for a new SWAT Storage Building as well as another $1.7 Million for contingency and/or possible other additions like Sand Volleyball courts that were programed for the back of Brook Run near Tree Top Quest.

GDOT (Georgia Department of Transportation) announces I-285 Lane Closures to be in place for six or more months.

The City of Dunwoody is working with the Georgia Department of Transportation, Perimeter Connects, and the Perimeter Community Improvement Districts (PCIDs) to make everyone in our city aware of big changes to I-285 as part of the Transform 285/400 project. The impact on interstate and local traffic will be profound, and it will last for many months. It will require planning and patience.

The first phase:

Beginning as early as THIS Saturday, October 8, the contractor for GDOT will close the two innermost eastbound lanes on I-285 between Roswell Road and Ashford Dunwoody Road for bridge demolition and reconstruction at Glenridge Drive, State Route (SR) 400, and Peachtree Dunwoody Road. 

Two weeks later - currently planned for October 22 - the two innermost westbound lanes along that stretch will be closed.

These lane closures will continue 24/7 for roughly the next four months. Then, the interior lanes will be reopened and closures will move to the two middle lanes in each direction for approximately four more months.

The overall plan:

GDOT contractors are planning a major reduction in lanes on the top end of I-285. The impact on traffic will be significant. Traffic in both directions will be reduced from five lanes to three lanes from Roswell Road to Ashford Dunwoody Road 

The closures will allow crews the space they need to replace I-285 bridges over Glenridge Drive, GA400 and Peachtree Dunwoody Road. GDOT estimates the bridge replacements and associated I-285 eastbound and westbound lane closures will take at least eight months to complete.

“The traveling public should expect major disruptions to their daily commutes and driving routines during this time and should be prepared for profound delays on I-285, potentially adding an hour or more to daily commutes,” Georgia DOT Alternative Delivery Program Manager Marlo Clowers, P.E., said. “We urge motorists to leave earlier, utilize navigation apps to select alternate routes to stay away from the construction area, and consider alternative commute options. If traveling through the area, always pay attention and use extreme caution.”

Lane closure schedule confirmation will come after certain I-285 construction milestones open to traffic, ensuring motorists know what to expect and when. These anticipated openings will provide some additional capacity for vehicles and maximize all new connecting lane availability outside of the existing interstate lanes.

Key milestones include:

  • I-285 westbound connecting lane from Peachtree Dunwoody Road to past Roswell Road 
  • SR 400 northbound and SR 400 southbound to I-285 eastbound connecting lane to past Ashford Dunwoody Road

The lane closures are expected once these key milestones are open to traffic and updated signage is in place.

  • Phase 1: Inside lanes will close on I-285 in each direction between Roswell Road to Ashford Dunwoody Road, so crews can reconstruct the interior portions of the I-285 bridges over Glenridge Drive, SR 400, and Peachtree Dunwoody Road. A minimum of three lanes will be open in each direction. This phase will take approximately four months.
  • Phase 2: Traffic will shift to the inside lanes providing width for three travel lanes and the existing outside lanes will close to traffic so crews can demolish and reconstruct the exterior portions of the bridges. This phase will take approximately four months.

Dates may change due to weather or other factors. Motorists are advised to expect delays, exercise caution, and reduce their speed while traveling through work zones. Additional project information is available on the project website.

Why can’t GDOT close just one lane in one direction or close lanes just at night?

Constructing the bridges with a single-lane closure would prolong the bridge construction. It would also result in traffic (with a high percentage of trucks) very close to the work zone. Additionally, closing the lanes just at night isn’t possible due to the amount of construction activity and equipment taking place in the closed lanes.

Will there still be nighttime closures?

Yes. The construction team will continue to perform work at night, which often requires additional closures. There could be just one lane open in a single direction during the nighttime hours.

GDOT has some additional ways to lessen the impact:

  • Choose an alternate commute: MARTA and Xpress serve the Perimeter area and are great alternatives to driving through the area. If possible, work remotely to avoid taking trips throughout the corridor. Reach out to Georgia Commute Options for help finding alternative commute options or for help planning alternate routes.
  • Use a wayfinding app: Free traffic and GPS apps can keep you informed about slowdowns in real-time and suggest alternate routes. Use GA 511 or your favorite navigation app when preparing to drive in the area.
  • Plan ahead: If you must travel through the area, give yourself as much time as possible in anticipation of heavier congestion.

City of Dunwoody meets with GDOT to review issues concerning improvements along the I-285 Corridor, requests Peachtree Industrial direct access to 285 express managed lanes.

 I-285 is being revitalized long term with expansion, express lanes, bridge replacements and possible Bus Rapid Transit but as this is a series of long term projects that will be negatively affecting traffic flow n Dunwoody or many years; the Mayor and the City Council are involved to attempt to smooth the process but more importantly ensure our thoughts and the community desires are evaluated in final design.

Back in 2020, Mayor Deutsch and I wrote separate letters of concern to GDOT and they replied here.

Now several years later with changes in the funding strategies, the City again raised some of the same points (like a direct connection to PIB from the managed (express) lanes), questions and concerns we have heard for the community as well a request to reconfirm prior GDOT statements that are important to us.

On March 23rd, Public Works Director Michael Smith, Councilman Tom Lambert and myself met with the GDOT management team that is overseeing the Top End I-285 Express Lane project, they answered our questions during our conversation and then they followed up with a detailed reply.

As far as our concern that the main Express Lane heading West will start at Shallowford & 285 in Dunwoody and that without a dedicated express lane entrance at Peachtree Industrial Blvd., local streets in the area will be filled with drivers coming from Gwinnett & Fulton to that dedicated entrance vs taking more direct routes to the heavier traveled PIB.   GDOT explained why they didn't think a seperate entrance was needed and then they admitted that if the financial developer (under the new financing model) sees it as a financial boon to add those drivers into the Express system, then the developer may mandate and pay for the additional entrance.  If I were Gwinnett County, (or the cities of Peachtree Corners, Norcross, Duluth, Johns Creek or Roswell); I too would want the easiest express lane access from PIB, but that might not happen?

Long story short, the Mayor and the Dunwoody City Council are staying active in this long term conversation.

I-285 Issues - PIB Express Lane Access and Exit 30.    Council was recently notified of a fatal accident on Westbound I285 at North Peachtree Road and I expressed frustration with the PIB exit to 285 and the crossing of cars exiting 285 at exit 30, North Peachtree Road.  I believe this exit entrance needs to be modified and better marked. 

Back in 2020, I raised a concern to GDOT on the lack of the top end express lanes coming from or to PIB a major state road that handles thousands a vehicles a day and the update from GDOT stated that they were not thinking it was needed.   

 • Peachtree Industrial Boulevard Access
Existing general purpose (GP) interchanges are not generally considered for arterial access ramps to and from express lanes (EL) in order to avoid potential operational impacts of combining GP and EL traffic into a single location. Under the build condition, drivers would use the direct merge on I-285 at North Shallowford Road to move from the GP lanes to the EL system in order to reach destinations west of Peachtree Industrial Boulevard, such as the Perimeter area and Cobb County. Essentially, drivers could still use northbound or southbound Peachtree Industrial Boulevard as they do today, merge onto I-285 heading west, and then almost immediately enter the EL system at the direct merge to travel westward without using local streets. The reverse commute would be similar for drivers traveling northbound or southbound on Peachtree Industrial Boulevard wanting to go in the eastbound direction of I-285.

In February of 2021, Council was briefed by GDOT and this issue was raised once again by numerous Council members with a statement from GDOT that this issue would be revisited for possible addition.  Not hearing back from GDOT, now a year later, on Monday the Dunwoody City Council will once again discuss this and other issues to make sure the State is aware of our long term concerns also request a review of short term tweaks if appropriate.

Dunwoody get ready for heavy traffic on East / West Connector Streets for the next year as commuters avoid 285 construction & lane reductions down to three lanes.

285 will be cut down to three lanes in each direction for the next year and Dunwoody surface traffic will be impacted!

Traffic at one of the most congested interchanges in metro Atlanta is about to get dramatically worse as construction peaks at I-285 and Ga. 400.

The weekend after Labor Day, the Georgia Department of Transportation will shrink the Perimeter from five lanes to three lanes in each direction from Roswell Road to Ashford Dunwoody Road, creating a colossal headache for hundreds of thousands of motorists. And it won’t be a short-term hassle.

“This is going to be a long-term, monumental (traffic) shift to get things finished,” GDOT spokesperson Natalie Dale said. “Do you really need to go through this interchange?”

The next phase of construction involves replacing I-285 bridges over Glenridge Drive, Ga. 400 and Peachtree Dunwoody Road. The weekend after Labor Day, GDOT will reduce I-285 from five lanes to three in each direction through the area.

Reducing the number of lanes by 40% will have a dramatic effect on traffic, and GDOT hopes people will avoid the area if they can.

GDOT now says the I-285 lanes will be reduced through June 2022.

PS: what the article doesn't tell you is that after this phase is completed the bridge over Chamblee Dunwoody will also be replaced which may also reduce 285 lane widths therefore the date of June for a return to normal traffic flow for us may not be accurate.

I understand that the top end express lanes are needed prior to mass transit being added and based on the drawings I have three requests / comments. I have posted these to the web but figured I would follow up via email.

Top End Express needs access to & from PIB otherwise Shallowford and Dunwoody streets will be filled with cars coming from or going to PIB - these drivers want to be on PIB please keep them there. Without PIB access next WB exit is North Peachtree forcing drivers through my Dunwoody North side streets with single family homes to get back to PIB. SB PIB drivers will get off at NB Tilly Mill, turn Left onto Stonington and snake way over to Shallowford entrance.

North Peachtree Rd needs a dedicated return lane from Savoy to Cotillion just like Chamblee Dunwoody

Sound walls need to be up before construction to protect single family homes.

Good afternoon!

A couple of new concerns that I wanted to get to you before tonight’s deadline. I know that our dialogue will continue through the design and construction of the lanes but I wanted to raise a couple of issues. My priority is to minimize the impacts of construction and the actual lanes on the residents of my community.

In this light, it would be great if the “loop” that will connect Savoy and Cotillion at Chamblee-Dunwoody Road could either be incorporated into the new Chamblee-Dunwoody Bridge or be built simultaneously. This would minimize the disruption to residents, businesses and commuters in the area.

Also, I am sure you are aware of the 100s of residents in the Madison Condominiums. Please let know if the city can be of any assistance as you continue your studies and planning.

Not so new requests—noise walls up first, additional space on the Chamblee Dunwoody bridge for wide sidewalk/trail and greenery, and space left for a multi-purpose trail that will connect the top end cities.

Feedback or inquiries received during the Public Information Open House (PIOH) public comment period (January 21 – February 25, 2020) for the public meeting series will be considered part of Georgia DOT’s official record of the PIOHs. A full comment response letter will be developed by the project team, usually within 60 days of the close of the comment period, responding to comments received during the PIOHs.

We will include your comments in the full comment response letter, but have addressed some of your specific comments below:

 • Peachtree Industrial Boulevard Access

 • New Chamblee Dunwoody Bridge/Savoy-Cotillion “Loop”
The replacement of the Chamblee Dunwoody bridge is part of GDOT PI 0017125, an Advanced Improvement Project (AIP) that includes operational improvements between Chamblee Dunwoody Road and Ashford Dunwoody Road. The conversion of Savoy Drive and Cotillion Drive to a one-way pair is proposed under the I-285 Top End Express Lanes project (PI 0001758) and is not part of PI 0017125. Traffic studies are ongoing to help determine future conditions in this area resulting from implementation of each project, and this comment will be considered as design progresses.

• Madison Square at Dunwoody Community
 Nearly 70 residents attended an HOA meeting on February 18, 2020 and shared their input with project team representatives. Councilman Jim Riticher also attended, and we have received comments from residents as well that will be incorporated into the comment response as part of Georgia DOT’s official record of the PIOHs. We plan to engage this community in the coming months as the design progresses and will notify you when a meeting is scheduled. We appreciate the offer to assist with this outreach.

 • Noise/Sound Walls
While Georgia DOT does not typically dictate construction sequencing and phasing in Design-Build contracts, the Department encourages progressing construction in such a way that priority is placed on installing noise barriers as early as practical. There may be some design and/or constructability conflicts in areas along the project corridor which prevent Georgia DOT or the Developer from physically constructing a noise barrier early in the construction phase. The decision to provide permanent sound walls is determined once the final noise study is complete and public input on the proposed noise wall is received. Please note that any existing noise barriers may have to be temporarily removed to facilitate construction.

I-285 Top-End Express Lanes raises more questions on local access from PIB and other traffic concerns on local Dunwoody roads.

Last week I posted a GDOT video of what the I-285 express lane system might look like moving through Dunwoody.  There was also a set of drawings of the possible property acquisitions as well as various lane and access configurations that might be implemented.  Looking at those drawings, I raised a few concerns and residents pointed out in the comments other traffic flow issues.   I have taken the liberty to break apart the very large drawing into just three separate segments of the Dunwoody project.

Please spend some time looking at these drawings thinking about traffic flow, traffic impacts and access as these issues need to be raised and corrected if this project is to move forward.

The GDOT information meeting scheduled for Dunwoody is taking place on January 28th at St. Lukes Presbyterian Church, from 2 to 4 pm and again that same evening from 4:30 to 7:30 pm.
