Has the new City of Dunwoody website created by Jesse James Creative delivered as advertised?

On July 8, 2013 the City of Dunwoody went out with a Request for Information for proposals on City Website Design and Replacement and we received a fair amount of interest with nine companies putting forth formal proposals.  On December 9, 2013 the Council approved the staffs recommendation to hire Jesse James Creative to create the new website. Here is the powerpoint presentation given by City staff setting the expectations of the new website and the recommendation of Jesse James Creative.

On December 22, 2014 the City announced that the new web site was launched and as with any website update it takes awhile to work out a few kinks.    This evening the City Council received an email from Mr. Bob Mullen, Director of Marketing & Public Relations asking for our (and your) feedback. 

I reviewed the RFI, specifically section 3 the scope of services and asked a few questions on what was provided vs what was contracted for and I welcome you to do the same. Comments on the new City of Dunwoody website can be posted in the comments on this blog entry where I will send them to staff, they can be sent directly to me or they can be sent directly to staff and Council via email by clicking on this link.

We just recently passed the 30-day mark of our new city website being live and we wanted to connect with you to get your feedback and input.

While we initially experienced a few challenges and issues after its launch, we have been working with the site designers to make appropriate corrections and modifications related to updated content, layout and site functionality. We continue to scan the site daily to determine and pinpoint snags or errors and are using advanced web governance software to manage and maintain the website to address attributes such as quality assurance, accessibility, web analytics and search engine optimization (SEO).

If you have any questions or specific feedback you’d like to share on the new site, we’d be grateful for your input. We’d also be interested in hearing any citizen or community feedback people may have shared with you so we can be sure to address relevant items. As for the type of input we are seeking, the more specific the better as detailed concerns provide us with an opportunity to appropriately identify a solution.

  • Not in the memo but my thoughts after discussions with neighbors as to why we would have three children's playgrounds so close together? Why not remove some more of the children's play structures and focus this specific park on activities for adults & seniors? Keep the splashpad, the sports courts and a very limited amount of playground but find activities and community gathering places that are not available elsewhere.
  •  Several Pickleball courts could be installed and the facility could house a league, the same could also be said for Shuffleboard courts, Horseshoe pits, an artificial putting green and maybe a chess pavilion could be built into the hillside on the corner allowing a shaded peaceful place to congregate between the two trail heads overlooking the park. I'm thinking that the band shell needs to go to Brook Run but we need to be creative with the hillside in this park concept.

Various Dunwoody Updates, Monday meeting, website, animals, electronics and park design.


An extraordinary amount of poise and class was exerted by the Chesnut Charter Elementary students who each came to the podium to exalt the benefits of city wide emergency sirens.  Sadly the same can't be said by some others who were in the room and should have been taking lessons from these kids.

In many ways Monday's meeting was like many others, we listened to various presentations, reviewed and voted as needed.  Strong opinions filled the air, some factual, some emotional - all valid to the person expressing the opinion and we listened to what was being said.  The streaming video kept being knocked off line but there are seven segments that were recorded and they can be found here.

One of the items presented to Council was the webpage redesign presentation whereby at the December meeting there will be a contract presented to the winning firm of Jesse James Creative, Inc. and here is a copy of the powerpoint outlining the proposal and our request. If you are in web design please feel free to comment on the proposal and the firm's work.

The firm provided a few examples of their work and I see a few nice touches but also some limitations.  Everyone of the pages has a search bar so I searched "Jesse James" looking for their contract or city council action and only found limited information at best.  The backend of the city will still be tied to SIRE for documents as will the video streaming and it is my hope that the last five years of documents will be indexed and searchable through the new front end being designed by Jesse James.  I am also told that Sire may be upgrading the Video package in January that might be moving away from Silverlight?

Do you remember the discussion on the total number of animals to be allowed in the home?  Here is the proposed replacement ordinance which I believe hits to the heart of the problem attempting to be solved.

As far as animals, I received an email this evening with a photo showing a coyote wandering around on Andover Dr in Dunwoody North so please take appropriate action.

As I will be stepping away from the computer for a few days... On Saturday there will be an electronics recycling event, then on Tuesday there will be a meeting as to what amenities should be included in the park at Shallowford and Pernoshal.  I think a few active basketball courts would work well as we tore down one hoop to build out the 16 acre pipefarm.  The park will be situated on the Brook Run Trail immediately between two playgrounds made for children therefore I would like to see some amenities that are not available at the other two parks.

Also on Saturday, Ms. Bobbi Sedam of the Friends of Brook Run Park Dunwoody will be conducting a work day at 10 am to meet at the entrance to the multiuse trail off the parking lot behind the skate park at Brook Run. Bring your hoe, rake, gloves, water bottles, clippers if you have them and your terrific selves. She will bring hot apple cider, hot chocolate, pumpkin bread and Kleenex......it will be cold.

Dunwoody streets will be getting the laser treatment, then worst - first will be addressed.


When I was doing research on public works for the Citizens for Dunwoody prior to the City being created, I realized that the City of Sandy Springs found a nifty research tool to analyze and map the city's infrastructure of streets. Compared to DeKalb County who used a road engineer to drive around to analyze and grade the streets from behind a windshield; the Sandy Springs system took all human input out of the equitation and gave a completely unbiased analysis. I saw the value in this tool and personally pushed that it be added to the City's year one budget. Once the laser vehicle completes the map of the Dunwoody's streets, the results will be published so that everyone can see what streets are rated the worst and from there a long term plan can be developed to improve our infrastructure.

The two systems described are listed below and in researching this post I just wanted to mention that I really enjoyed the City of Sandy Springs website and their electronic file repository. I hope that the City of Dunwoody website will someday be as comprehensive.

Below is the City of Dunwoody press release.

The City of Dunwoody, Public Works Department, has engaged the firm IMS, Infrastructure Management Services, to complete a surface distress survey on all public streets within Dunwoody. IMS will survey the city’s network of roads beginning tomorrow, August 28, with state of the art technology designed to collect data on various distresses found in the pavement infrastructure. The data collected over the next few weeks will assist the City of Dunwoody to develop long-term roadway rehabilitation plans and budgets.

The first phase will be to inventory and collect pavement performance data using a device known as a Road Surface Tester or RST. This device measures pavement roughness, rutting, cracking and other surface distresses as it travels down the roadway. The RTS vehicle will also be used to collect digital video and Global Positioning Satellite (GPS) information for cataloging pavement condition. The RST is a one-ton Ford van with four digital high-resolution cameras, GPS receivers, and a modified front bumper containing 11 lasers used to measure surface distresses. Operated by three field technicians, the RST travels at posted speed limits and will survey each roadway at least once. The RST then uses built-in software and on-board processors to develop roadway inventories, time code integration, and system monitors.

Once all the data is collected, it will be used to develop a series of reports allowing the city to cost effectively budget and plan for the long-term maintenance of the roadways.

Dunwoody Website graded on Transparency and I believe the site just needs minor tweeking to improve score.


I received the e-mail listed in the previous post, did the research and noted that DeKalb County received a C- rating on Transparency. Since one of my main goals for the start of the City of Dunwoody was to set the stage for a transparent government whereby the citizens could be assured that we were operating in the open; I wrote the Sunshine Review and asked them to evaluate our website, which they did.

For a City that is still less than one year old, our website was also rated a C-, yet I believe we failed to make some of the marks because of the cities young age whereby we haven't yet had an audit. We were also dinged for a lack of information on lobbying, a lack of published public contracts and a lack of access to public records. I will need to learn more about the lobbying requirements, I know that we will publish our first audit as soon as it happens, I know we published our contracts at the time they happened as I was able to find them on my site and I know that we have published every document in conjunction with every City Council meeting within the calendar system therefore I believe we should have been given credit there as well.

I will admit that finding old documents on the Dunwoody site is rather difficult and it can be improved, in fact it was out of my frustration one night looking for a document that I created a custom Google search tool to search my personal City of Dunwoody records; therefore I know it can be done. Below are the results of the transparency audit which is published in a wiki format which allows corrections and comments; though I figured you should see the initial report prior to any changes being made.

Give Dunwoody a little time, I am expecting straight A's in the near future.

The good

  • The 2009 budget is published.[1]
  • Meeting minutes and agendas are posted for all the city committees.[2]
  • Provides contact information and bios of city council members and the mayor.[3]
  • Provides information on appointed officials and how contact information.[4]
  • Contact information for the public records official is posted.[5] It would be a good idea to also post a sample letter.
  • There is also an online request for problems in the city.[6]
  • Provides building permit application.[7][8]
  • Zoning information is published.[9]
  • Contract information and forms are provided.[10]
  • Several officials disclose on their websites that they belong to taxpayer-funded lobbying organizations.

Georgia Counties Lacking When It Comes To Transparency on their Websites.


Georgia Counties are not very peachy when it comes to transparency according to the website Sunshine Review (www.sunshinereview.org). A project of the Sam Adams Alliance, the government transparency website has released transparency grades for all county websites in Georgia. Each county was evaluated against a 10-point transparency checklist and issued a grade to determine how open and honest they are with the public they serve. The checklist, developed by Sunshine Review, requires information regarding budgets, meetings, elected and administrative officials, permits and zoning, audits, contracts, lobbying, public records and taxes be made easily accessible online.

According to the Sunshine Review findings, no county received a grade higher than B-minus. Douglas, Jackson, Paulding and Whitfield received the top grade, meeting seven points on the checklist. The most revealing finding by the Sunshine Review community is that forty four counties in Georgia do not have a website, bringing the total number of counties receiving an "F" to seventy nine.

"The Sunshine Review community believes every county in the nation has a responsibility to make basic information easily available to the taxpayer," said Kristin McMurray, managing editor of Sunshine Review. "We urge Georgia citizens to use the results of these evaluations to push for reform in their counties."

Sunshine Review is a wiki website that collects and shares information about transparency, government spending, political corruption, taxpayer-funded lobbying and open records laws. It provides a way for citizens to keep tabs on their government, hold it accountable, and reform wasteful, fraudulent, and corrupt behavior uncovered by measures of transparency.

"Citizens deserve to know what their government is doing and how their hard-earned tax dollars are being spent," McMurray said. "We hope county officials will welcome our findings and begin taking the necessary steps to achieve greater open and honest government by meeting all ten points on the transparency checklist."

Updated Dunwoody Website & Preview of Thursday's Zoning Board of Appeals.


The City has just updated the website with a new calendar feature, color scheme and a few other minor improvements but I was wondering what else you would like to see on our website. I posted the same question on the City of Dunwoody discussion board and would like to see your opinions on the subject, please feel free to comment either on the Dunwoody discussion board or here.

I attend most City of Dunwoody civic meetings as my schedule allows, and it is the members of the Dunwoody Zoning Board of Appeals whom I believe have one of the tougher tasks. They alone decide zoning variance requests which sometimes pits one neighbor against another or one business against the entire community. These situations sometimes make for spirited discussions on controversial proposals whereby someone may leave the meeting unhappy. The Dunwoody Crier mentioned one of the items on the agenda for Thursday but I believe several of the items may not be a slam dunk, easy decision to make. If you want to see local government in action, attend Thursday's ZBA meeting at City Hall.

Dunwoody RFP for Ordinance Codification Services

The City of Dunwoody became a city December 1, 2008, and is in need of a contractor to codify and index our ordinances, and to deliver them in a file format suitable for searching, printing and for posting on the City’s website. The City will need documents delivered in any of the following file formats: MS Word, Adobe pdf, or HTML. This will be the first codification for the City of Dunwoody. This codification project is intended to incorporate all changes made since December 2008, and to facilitate future updates. Responses Due: May 26, 2009

Official City of Dunwoody discussion board is available for comments and questions, other improvements to the website.

The City of Dunwoody website is finally being overhauled and I would like to bring a couple of recent additions to your attention. The first is a City of Dunwoody Discussion Board available for residents to post comments, questions, complements & concerns knowing that City employees will be monitoring and answering if needed.

I am really proud that the City of Dunwoody posts copies of documents that will be discussed in advance of the meeting taking place as well as maintains past agendas & related documents.

The City has implemented a Request for Service page whereby residents can ask for specific city services and upload attachments (pictures) describing the request. Once registered in the system, I believe you will receive a work order number and/or a confirmation as to the status of the request, as well as a confirmation as to the completion if applicable.

Finally the City has implemented on-line collection of Municipal Court fines and I believe will be implementing other on-line financial payments where possible.

In closing, the "services" being offered by the City of Dunwoody website fosters a level of transparency in government that we the residents of DeKalb County are not use to, but that we the residents of Dunwoody have demanded. I believe that there are number of improvements in development and yet to be brought on-line that will make it even better. As far as I am concerned the City website will always be under development and in a constant state of flux, so what improvements do you want to see to the City of Dunwoody website?
