Tuesday evening there will be a special called meeting of the Dunwoody City Council, actually it is a huge public meeting at Vintage Pizza on Chamblee Dunwoody Rd at 5:30 pm that will be taking place in order to inform the four zoning committees within the City of Dunwoody of the work of an ad-hock steering committee being led by staff direction and that of outside consultants.   As this is a City Council Meeting, there will be 30 mins of Public Comment time available at the start and end of the meeting but as it is taking place off site (away from City Hall), it does not look to be streamed or recorded as usual.

All four of the zoning committees in the meeting on Tuesday are either elected by the citizens or confirmed by City Council whereby the invited representatives in the audience will be the City Council, the Planning Commission, the Zoning Board of Appeals and the Development Authority.  These individuals as well as I am guessing the Comprehensive Plan Steering Committee are named down below.

The Comprehensive Land Use Plan is required to be updated by state law but this time around we are looking to also update our zoning code into a Unified Development Ordinance.  Based on the timelines previously presented I am guessing the first draft of the community agenda outlining the community vision, goals & policies will be presented soon if not on Tuesday. 

Right now redevelopment in the City of Dunwoody is thoughtful but slow with lots of eyes on every project whereby with a good presentation, quality data and appropriate community / neighbor backing; anything can get approved after it is properly vetted.   Slow is not a bad thing when the proposed development is immediately next door, or the change will allow a development to move forward which might change the character and feel of the community.  

I have not yet seen any proposed changes to the Comprehensive Land Use Plan and then the underlining Development Ordinance; but my concern is that it may be proposing land use changes by right, whereby a developer can do what he wants within the limits of the allowances, without the scrutiny of the public nor an approval of the Council.   I will be listening attentively during the meeting as this process and the proposed changes could have unintended consequences if not thoroughly reviewed prior to codification and approval.

City of Dunwoody's Comprehensive Plan & Unified Development Ordinance

Project Update: On Jan. 27, 2025, the project team presented an update to the Dunwoody City Council.

Recurring themes:

  •         There is a need for additional housing in both quantity and type, particularly for first-time buyers and seniors.
  •         Residents would like to see a “Downtown Dunwoody” with walkable shops and restaurants.
  •         Residents love local centers like Dunwoody Village and want to see these places to grow and thrive.
  •         There is concern over vacant retail and office spaces impacting economic development & growth.
  •         Traffic congestion is a major issue, and people want more connectivity and ways to get around.
  •         People want to see their neighborhood character and greenspaces preserved.

There were several special called meetings that took place in June while I was away on vacation that were called to have preliminary hearings on the setting the Millage Tax Rate for the City.   The tax rate is not changing as we are already at the maximum allowed per the charter but there was a 3% increase in the valuations therefore we need to advertise this as a tax increase.  Reminder that homeowners with an Homestead exemption and freeze in place, will not see a City of Dunwoody millage tax increase over last year.  Besides the millage rate item, the first special called meeting the evening of June 26th, had a few other items on the agenda I wanted to recognize.

City of Dunwoody to hold Joint City Council, Planning Commision and Development Authority session Tuesday Night - 6 p.m. (State of Perimeter Commercial Market 2023 & Edge City)

Tuesday evening at 6 p.m. there will be a rare Joint meeting of the Dunwoody City Council, the Dunwoody Planning Commission and the Dunwoody Development Authority to receive an update on the current state of the commercial market.  Yesterday in my blog post on the Monday Budget Committee Meeting, I posted an opinion from Colliers on the financial real estate health of the Central Perimeter Business District and I am guessing this Tuesday evening briefing will also bring forward more information.

I am also guessing that this meeting will count as training to assure that we are all following proper zoning practices to make our decisions.   The city has posted the agenda but no other documents for this meeting, that may change by Tuesday afternoon so please do check the City site in the agenda link below.

REQUEST - The property owners, Anna Khoklan and Roman Khoklan, request a Special Land Use Permit to allow a 7-resident personal care home. The property owners also request a concurrent variance from Sec. 27-202, to allow additional parking.

The subject property is located on Mount Vernon Road, approximately 1800 feet east of the intersection of Dunwoody Village Parkway. The .5 acre property was formerly a 5,000 SF residential home that was demolished in 2022 with only remnants of the foundation and walls remaining. It is zoned R-100 (Single-dwelling Residential-100) and abuts single-dwelling residences on all sides.

The applicant, who would also be the operator of the proposed establishment and reside at the location, seeks a Special Land Use Permit to allow the operation of a personal care home, providing services to a maximum of seven (7) senior residents.

In addition to the Special Land Use Permit request, the applicant also requests a concurrent variance to increase the maximum number of parking spaces from four (4) to six spaces (6).

An applicant-initiated meeting was held on October 8th, 2022. Twenty-three (23) community members were present.

Currently, there is no existing structure on the site, aside from the foundation and a wall from the previous structure. The applicant proposes a new 6,800 SF residential structure, within a similar footprint to the previous home.

The driveway will be significantly altered from the current horseshoe configuration. The eastern driveway entrance will be completely removed. Removing curb cuts on an arterial road such as Mount Vernon will support the transportation goals of the City and increase safety for all road users. The proposed driveway contains six parking spaces, with adequate room to accommodate emergency vehicles. Staff recommends that the parking be limited to the maximum 4 spaces, as prescribed by Sec. 27-202 of the Zoning Ordinance. Staff also recommends that the formal parking lot striping be removed, except for the required ADA space. The proposed hedges around the parking pad will also provide further screening. These limitations will aid in maintaining the residential character of the home.

The exterior of the building is designed to be residential and will meet all proper residential setbacks and height limitations. Staff recommends that 80% of front façade materials be limited to glass, brick, stone, and stucco to ensure a high-quality appearance with traditionally residential façade materials.

The interior of the home is also designed to be residential, with the necessary accommodations for meeting ADA standards and providing administrative space. The kitchen will be residential size and will not require a grease trap. There is no need for any dumpsters; the trash will be handled with typical size residential bins.

On Tuesday the Dunwoody Planning Commission is meeting and they have discussions taking place on the proposed changes to the zoning of Dunwoody Village.  Once the Planning Commission hears, approves, modifies or makes suggestions to the zoning plan, the next move will be to the City Council for more hearings, changes and possible approval.  I will be following this matter closely and listening to the various points raised.  I also believe the Dunwoody Homeowners Association (have you paid your dues?) will be discussing this same matter on Sunday night so you may want to attend to listen or weigh in there.

Dunwoody Planning Commission to discuss 900 condos in Perimeter Center on Tuesday Night


Planning Commission starts at 6 pm, Tuesday Night.

Grubb Properties is seeking to redevelop a largely underutilized and outdated office park into a vibrant mixed use development. As indicated on the submitted site plan, the owner plans to build four residential buildings with a maximum height of 14 stories and eight townhome units. In total, the residential buildings will contain a maximum of 900 new residential units, all of which will be for sale condo units. Two of the existing office buildings (Buildings 41 and 47), will remain. Along the south portion of the site, one five-story, 92,686 square foot office building (Building 53), will be eventually demolished to make way for a new 19-story office tower, containing up to 500,000 square feet of class A office space.

The proposed development will be served by a new east to west primary street connection and a new north to south secondary street connection that will provide internal pedestrian and bicycle connectivity between the office, and residential components. As well, a new secondary street connection is proposed along the northern and eastern side of the lot. The submitted site plan also indicates that the existing streets and frontages along Perimeter Center East will be designed to meet the Perimeter Center Overlay requirements for landscape strips, sidewalks, and street trees.

The development also includes more than 2 acres of park space with amenities. The owner has agreed to construct a pedestrian crossing over Perimeter Center East into a newly constructed 12-foot multi-use path that will bisect the subject property, and longer-term could extend to the Perimeter Mall and MARTA. Parking for the development will be shared amongst three parking decks that will not exceed a maximum of five stories. Also, several onstreet parking spaces will be included into the new street designs. Depending on financing availability for the residential units and market conditions, the project will be developed in phases with project build-out estimated to be achieved in approximately 10 years.
