In a representative government trying to figure out what the citizens want, allowing and listening to what they have to say is an important concept of proper govenence, therefore the City of Dunwoody has always allowed public comment near the begining of our City Council meetings.  After several instances whereby the citizen public comment period was delayed for well over an hour because of various proclamations, reports and presentations; I am proposing that public comment be moved in front of these items.

Knowing that we sometimes have new Dunwoody Police Officers being swarn in and police officers recieving recognition, I am also proposing that because police shift change is at 6 pm (meeting start time) and that officers want to be in attendance to support their fellow officers, I have also suggested an item to make this happen so that our dedicated police force can either get out on the streets or go home to their families ASAP.   My proposal is a modest one whereby most nights like this Monday, public comment will be towards the very begining of the meeting becuse there are no proclamations, reports or presentations, but it corrects the issue in such a way that so that everyone no matter what is on the agenda can count on open public comment at the start of the meeting in a uniform and consistant manner.  John

Dunwoody tidbits and other items that have crossed my desk.

I read most of my news on line and am excited to see some upgrades to the Dunwoody Crier webpage. It has rss feeds, twitter & Facebook sections along with much more, including an e-edition just for tablets like the I-Pad. It looks like a work in progress but I really look forward to the changes.

During a recent walk through Brook Run with the family, I stopped by Skate Park to check out the conversion from a pay facility to a use at your own risk - free facility. I talked to Mr. John Kurg the former Manager who took over the concession contract and moved his Woody's Halfpipe Skateboard Shop into the facility. Everything is going smoothly, but the biggest news is that he has a full snack bar in the facility available to anyone in the park. He has coffee in the morning for the parents at the playground, 40 types of bottled drinks for the joggers running by, 8 different ice cream bars for the kids on a hot summer day, as well as candy bars, pizza and hotdogs for you junk food junkies. Tuesday June 21st is "Go Skateboarding Day" with a contest for those who know what they are doing, as well as an excuse for me get back on my long board to try not to kill myself.

The Atlanta Business Chronicle reported that Dunwoody was the most expensive home market in Georgia with an average price of $379,866.  The data was pulled from a Coldwell Banker site and when you scroll down to the bottom of the second page of the list, there is a link for listings.  Upon clicking that, then removing the price limits, I see flaws in the information as there are houses are outside our city boundaries.

Public comment is actually one of my favorite segments of a City Council meeting as we have a few colorful regulars, surprises that no one expects and it allows everyone the opportunity to communicate freely and openly to your elected officials. My friends over at the DeKalb Officers Speak blog posted a doozie of a comment showing a citizen communicating freely and openly to the DeKalb Board of Commissioners.

The Georgia Music Hall of Fame in Macon officially shut its doors on Sunday after 15 years. The museum will return some items in its 31,000-piece collection to donors who want the items back and return other artifacts that were on long-term loan to the hall. Other items will be loaned to other museums to put on display before the hall's staff will begin taking inventory to put the items in storage in archives at three universities.

Kudos to Brian and Page Olson the owners of Cafe Intermezzo who will now be opening their fifth European coffee house in the Atlanta area, as well as Hartsfield-Jackson Atlanta Int'l.

Tuesday must have been a slow news day because Peach Pundit pulled a Georgia Gang trick out of the bag and had a special DeKalb County Segment.

I hear Georgetown Kroger redevelopment is starting soon.

Save Our Skin 5K race in Dunwoody on Sat June 25th

Could this work here?  The City of Decatur has issued a Request for Proposals (RFP) seeking an Internet Service Provider (ISP) to upgrade, operate and maintain the city’s existing municipal WiFi network. The network currently serves educational, residential, commercial, and municipal customers within the City of Decatur boundaries.

Tennis Court Lights at the Branches, Cheating in School and goodbye Flip-Flops

Today's Dunwoody Crier (the legal organ of the City of Dunwoody) on pages 22 & 23 contain the legal notices for upcoming meetings and proposed zoning changes coming in front of the Dunwoody Zoning Board of Appeals and the Dunwoody Planning Commission. I quickly reviewed them and saw that the Branches Club would like to add lights to a tennis court and the notice shows that this will be heard by the Dunwoody Board of Zoning Appeals on July 2 at 7 pm at City Hall. On the surface that sounds straight forward but I understand that this is a long standing issue in the community that I heard was even the subject of a prior lawsuit.

Also on the ZBA agenda for July are a few hold over items from the previous meeting, including the Goddered School playground issue in the Dunwoody Village which is mentioned in a letter to the editor in the Crier, but there are also a number of other new items to be heard involving the corner of Ashford Dunwoody & Hammond. (Ravinia expansion?)

I was hoping to find these same legal notices on the City of Dunwoody or the Dunwoody Crier websites so that I could do a copy and paste of the text in order to list all of the items but unfortunately they are nowhere to be found on-line. Since I believe that these public notices need to be available via the web (sooner rather than later, though I do believe that the city will post the agenda and background information about 15 days in advance on a calendar announcement on the Dunwoody website), I will be asking if this information dissemination can be improved. The City Manager, Mr. Warren Hutmacher stated on Monday that the RSS feeds (currently under utilized) could be used for this purpose and I would like to see that happen when rezoning or variance applications are accepted and placed onto the appropriate meeting calendar. As soon as the City schedules a zoning issue, informs the applicant of the hearing date; the residents should also be notified by some basic online notification system or voluntary mailing list subscription.
The CRCT testing scandal has officials considering whether to make it a crime to tamper with standardized test scores. Head of Georgia's Senate Education committee Dan Weber wants educators to know just how serious it is to mess with them.

"If you cheat and change answers... there should be criminal sanctions for that," said Senator Weber(R-Dunwoody), "These people, they're professionals. They're put in a position of trust and these families and our state rely on them to do the right thing or else the kids are cheated."

According to the AJC the DeKalb County principal found at the center of this controversy resigned quickly. (I wonder if he gets to keep his credentials to teach elsewhere and shouldn't he have been retained, investigated & then fired.)
Of course the Charter schools in Dunwoody set their own dress code and the 4 / 5 Dunwoody Elementary will also have a dress code based on the catch phrase of "Plain is Perfect, and Spirit Wear is Super!"

Official City of Dunwoody discussion board is available for comments and questions, other improvements to the website.

The City of Dunwoody website is finally being overhauled and I would like to bring a couple of recent additions to your attention. The first is a City of Dunwoody Discussion Board available for residents to post comments, questions, complements & concerns knowing that City employees will be monitoring and answering if needed.

I am really proud that the City of Dunwoody posts copies of documents that will be discussed in advance of the meeting taking place as well as maintains past agendas & related documents.

The City has implemented a Request for Service page whereby residents can ask for specific city services and upload attachments (pictures) describing the request. Once registered in the system, I believe you will receive a work order number and/or a confirmation as to the status of the request, as well as a confirmation as to the completion if applicable.

Finally the City has implemented on-line collection of Municipal Court fines and I believe will be implementing other on-line financial payments where possible.

In closing, the "services" being offered by the City of Dunwoody website fosters a level of transparency in government that we the residents of DeKalb County are not use to, but that we the residents of Dunwoody have demanded. I believe that there are number of improvements in development and yet to be brought on-line that will make it even better. As far as I am concerned the City website will always be under development and in a constant state of flux, so what improvements do you want to see to the City of Dunwoody website?

Additional Public Comment Segment being requested for City Council Meetings.

A couple of meetings ago, I proposed that we include public comment prior to any vote affecting legislation and it was voted down by a slim margin. Immediately following that vote another amendment was made which allowed any member the council to defer any item for one meeting and that in turn passed by I believe the opposite slim margin. I couldn't find the meeting minutes from Dec 18th but that is when it happened.

These last minute amendments are scary for a lot of reasons, but the main one is that they have not been publicly vetted and nor does the public have a means to stop us from making a mistake until which time the deed is already done. This is why I am in favor of the additional public comment prior to votes as I have crafted below as well as in favor of the deferral option.

In an e-mail to the City Attorney on December 31st, I asked that we revisit public comment prior to votes and it was mistakenly not added to the agenda I received and posted to my site today. Therefore I have again requested that the following amendment be added to the agenda separately from the amendment already being proposed which would now reverse course and remove the ability of any member of the Council to defer any matter, one meeting.

In order to give you notice of what I intend to propose at the meeting here are the proposed changes in RED.

Section 19. Public Participation. Public participation in meetings of the City Council shall be permitted in accordance with the provisions of this section.

(a) Public Comments. The floor shall be open for public comments at three points during the meeting. The first public comments section will be provided immediately following the approval of the meeting agenda. This public comments period will last a maximum of thirty minutes, and speakers’ comments will be limited to three (3) minutes each.

Prior to the vote on any legislation, the chair of the meeting invites remarks from the public. Each speaker will be entitled to a total of two minutes to speak to any such item. Council will hear from one speaker in support – the Mayor will ask persons in the audience who are also in support to stand to be recognized. The Mayor will then entertain one speaker in opposition and follow the same process as for the speaker in support. The Mayor retains the ability to limit the number of speakers speaking on a subject depending upon the number of speakers and the number of items on the Council agenda that night.

In addition, the final agenda item of the meeting shall be reserved for comments from the public. Speakers’ comments during this period will be limited to three (3) minutes each. All members of the public wishing to address the City Council shall submit their name and the topic of their comments to the city clerk prior to the start of any meeting held by the City Council; provided, however, that if the applicants of rezoning actions or individuals who wish to oppose a rezoning action have contributed more than $250 to the campaign of a Council Member, the individual shall file a campaign disclosure form as required by O.C.G.A. § 36-67A-3 at least five (5) calendar days prior to the first hearing by the City Council. Individuals will be held to established time limits. These limits may be waived by a majority vote of the City Council. [Cross-reference: O.C.G.A. § 36-67A-3]
