Other items of interest.

Based on a request of former Councilman Robert Wittenstein to have the city post Council expense reports to the web, I asked staff to prepare the report and this document was generated attempting to satisfy the request.  Staff pulled all expenses through August, the general requests for reimbursement as allowed by the Charter as well as other miscellaneous expenses that are required by Council to operate including Liability Insurance, Governmental Training and other items benefiting the community but which are not tied back to a specific council-member's formal expense account.   There were concerns over the format of the report being confusing but in the end it was decided to provide all data and not just the expenses requested for reimbursement that the Charter allows.

Based on a few emails that I have received and the Alarm Registration program being in effect for over one year, at the last meeting I requested a recap of the program (and believe that Councilwoman Deutsch requested as well, as staff was already working on it).  Here are the stats on the Alarm Registration Program.

The City of Dunwoody proactively spent its summer paving neighborhood streets and building sidewalks at a record pace.  From June to mid-August, city crews paved and resurfaced more than 19 lane miles of neighborhood streets and city roads and constructed 4,000 feet of city sidewalks, completing all of the paving prior to the start of the school year in DeKalb County.

City of Dunwoody Alarm Registration required by October 1st.

Cut False Alarm CostsOne of the most common calls for service for the Dunwoody Police Department is a security alarm call. In 2012, officers responded to 4,317 alarm calls, which was an increase of 6.3% when compared to alarm calls in 2011. Alarm calls consume a great deal of resources and the majority of them are false. This ongoing problem of false alarms is a drain on the department’s limited resources and is costly to the residents and business owners in Dunwoody.

On January 28, 2013, the City of Dunwoody adopted an ordinance amending Chapter 24 of the City Code by adopting regulations governing false alarms in the City of Dunwoody. Listed below is the adopted alarm ordinance as well as the resolution adopting the false alarm fee schedule.

2013 Dunwoody False Alarm Ordinance
2013 Dunwoody False Alarm Resolution

All residential and commercial alarms must be registered and a permit will be issued. There is no registration cost for residential alarm users. However, there is a $25.00 charge for commercial alarm users. Residents and businesses have until Oct. 1, 2013 to register their alarm systems in order to avoid the $100 non-registration penalty. This registration must be renewed annually. Fire alarms and medical alarms are excluded from this registration requirement.

Chief Billy Grogan - Information About New City of Dunwoody Alarm Ordinance

Alarm ordinance: This resulted from 4000 false alarms last year, 90% of which were human error.  The ordinance goes into effect on July 1.  They key elements are that owners will be able to register their alarm on the website.  The electronic portal for this service will be announced soon. If you have an alarm, you are required to register it.  Noncompliance draws a $100 fine.  Each alarm owner will be allowed up to 2 false alarm calls in a year. If there is a third one, there is a $50.  In short, the system is designed to make people who create the problem and abuse the system, “pay” for their shortcomings on fine basis.
