City of Dunwoody Update from Robert Wittenstein (911 & bike path along powerlines)
Dear Dunwoody Friends and Neighbors,
We continue to work through alternatives for providing 911 service. At the moment we are focused on two alternatives, staying with DeKalb County or moving over to ChatComm, the joint Sandy Springs/Johns Creek 911 center. It really comes down to how much to spend for what level of service.
A 911 center is really two different call centers in one building. On one side you have call takers. They spend their time talking over phone lines to folks who call 911. They figure out what kind of emergency it is, who is calling, and where the problem is. Then they enter all of this information into a computer system. On the other side you have dispatchers. Once a call taker transfers a call to the dispatcher, the dispatcher works with responders to coordinate emergency response. Both teams have to function well for a call to be handled quickly and efficiently.
Industry standard benchmarks require call takers to answer 90% of calls with no delay and to complete the information gathering process within 60 seconds on average. DeKalb County 911 habitually misses both of these benchmarks. ChatComm (after their initial 6 month startup) has a consistent track record of exceeding these benchmarks. Seems like a simple decision, right? Well, maybe or maybe not.
ChatComm will cost Dunwoody as much as $300,000 per year more. That is $300,000 we can’t spend on Roads, Parks and Police. While DeKalb hasn’t hit the 90% mark in years, they do manage to hit 88% with some regularity. They don’t average 60 seconds, instead they average 99 seconds. Is that good enough? How much is 30 seconds per call worth? Is it worth almost a thousand dollars a day?
There are other issues as well. One advantage of ChatComm is their ability to coordinate response between Sandy Springs police and ours. That could be an important service improvement for both cities. Another big advantage to ChatComm relates to cell phone towers. When someone calls 911 from a cell phone, they are transferred to the 911 center related to the tower their phone connects to. If you are calling anywhere along our borders, that tower may not be in Dunwoody. If you are transferred to the wrong center by the cell network, valuable time is lost when the call is re-routed to the correct 911 center. With ChatComm, because Sandy Springs wraps around us, our Dunwoody residents would be insulated from that problem along half our boarder. If we go with ChatComm, whether your phone connects to a tower in Dunwoody or Sandy Springs, you will still be connected to the correct 911 center.
Finally, DeKalb’s 911 center has been in disarray for many years. They are trying to bring in a new director and they are in the process of acquiring a new Computer Aided Dispatch (CAD) system but the department has been understaffed and poorly managed for years. I tried to find out how many callers were on hold for two minutes or longer and was told, “no one knows how to get that information.” That is a bit scary.
On the other side, there is a disadvantage to ChatComm: Fire and EMS service will continue to be provided by DeKalb. While Fire and EMS make up a small portion of the total call volume, calls for those services to the ChatComm 911 center will need to be transferred to DeKalb for dispatch. There is also a one-time equipment and setup cost of $500,000 to transfer to ChatComm.
I’m not sure which way the City Council will ultimately decide to go, or when the decision will be made, but it is clearly not an easy call.
In other Dunwoody news, we have just received a grant to study the feasibility of creating a Dunwoody Greenway along the Georgia Power high-tension power easement that runs through Dunwoody from Sandy Springs to Gwinnett. This is a very exciting potential opportunity to create a path for runners, walkers and bicyclists.

Recap, we approved everything presented for vote and though not on the original agenda for a vote the Council approved the further exploration of the GA Music Hall of Fame. We heard that DeKalb County is now willing to offer the City a Dedicated Dispatcher and Separate Radio Channel to retain our 911 dollars.
We had a very preliminary discussion on a future bond referendum whereby funds could be raised by a property tax hike to purchase available green space. Many on the council believed that if we were to go forward, the citizens who would be voting on the decision to raise their own taxes would need as much information as possible and that specific projects (not properties) would need no be clearly vetted, listed and that a specific time line for the funds to be used would also need to be in place.
Since many people don't have the time to attend or even watch the entire City Council meeting, I have created a few highlights for your viewing enjoyment.

Sketch of Suspect involved with the murder of Russell Sneiderman in Dunwoody, GA.
The Dunwoody Police Department has obtained a sketch of the person of interest regarding the murder of Russell Sneiderman. This subject is considered armed and dangerous. Anyone with information regarding the identity of this subject is asked to contact the Dunwoody Police Department.
The shooting occurred at 5493 Chamblee Dunwoody Road, Dunwoody, GA. Mr. Sneiderman, dropped off his child at Dunwoody Prep. As he was getting into his car to leave, he was approached by a white male with a gun. The suspect began firing, and struck the victim multiple times. The suspect left the scene in a silver minivan with no license plate. He was last seen traveling westbound on Mt. Vernon Parkway. The suspect is described as a white male in his 30’s, 5’10”-5’11” with a beard.

Dunwoody News Coverage - time for me to scale back?
Today's Creative Loafing has a great article on how the Atlanta Journal Constitution is scaling back on Atlanta news since moving their operation to the City of Dunwoody. The paper is now clearly focusing more on the suburbs then the city for which the paper is named, as well pushing articles and respected journalists to the web for electronic content. I am a 7 day a week subscriber to the AJC; which I read during my morning commute on MARTA; but honestly the only thing in the entire paper that I usually haven't already read on line are the comics and the editorials. Dick Williams, the Editor of the Dunwoody Crier is quoted several times in the article and the front cover of the Creative Loafing mocking the AJC is pretty funny and therefore also worth a look. The issue of the AJC abandoning Atlanta for the burbs was first written by long time AJC columnist Maria Saporta, whom I met last week, and she now produces her own outlet for her columns on the SaporataReport.
Recently for profit Dunwoody news outlets seem to be multiplying and expanding, be it the original print versions of the Dunwoody Crier, the AJC, the Champion, the Neighbor, the Reporter; web versions like the Aha Connection and now with the new kid on the block the Dunwoody Patch; I don't see the need to attempt to fill the same void of on-line Dunwoody news that I did several years ago. With the creation of custom Twitter searches on platforms such as TweetDeck, custom Google news searches that are delivered to your mailbox and the ability to follow numerous Dunwoody bloggers via RSS feeds; I think now is a good time for me to step back a bit and refocus my energy and priorities just a bit.
I will continue my process of being informed on all things Dunwoody in order to properly serve on the City Council, I just don't see the need to replicate everything others now report. Providing city information and pushing for a transparent government will still be the focus of my blog but doing close to 500 posts per year will not continue.
It is just not sustainable, I'm sure you understand.

Shooting / Homicide in Dunwoody Village outside Daycare

The Dunwoody Police Department is currently investigating a shooting that occurred at 5493 Chamblee Dunwoody Road, Dunwoody, GA. The victim, later identified as 36 year old Russell Sneiderman, dropped off his child at Dunwoody Prep. As he was getting into his car to leave, he was approached by a white male with a gun. The suspect began firing, and struck the victim multiple times. The suspect left the scene in a silver minivan with no license plate. He was last seen traveling westbound on Mt. Vernon Parkway. The suspect is described as a white male in his 30’s, 5’10”-5’11” with a beard.
Mr. Sneiderman was transported to the Atlanta Medical Center where he was pronounced dead.

Dunwoody Honors Military in Veterans Day Ceremony at Brook Run Park

The City of Dunwoody will honor local military men and women in a Veteran’s Day ceremony held at Brook Run Park on November 11 at 3:00 p.m. The pays homage to all those who have served or are currently serving in all branches of the United States Military.
WHAT: The event will be hosted by the City of Dunwoody. Several speakers have been invited to participate including City Councilman and retired Marine, Gen. Denis Shortal; retired Army Sgt. Maj. Ray Jones; and veteran Army 1st Lt. Robert Hopkins. Special musical performances will be provided by Greg McLean, Associate Professor of Music and Michael McClary, Assistant Professor of Music from Georgia Perimeter College.

Could Dunwoody be selected as a participant in the IBM Smarter Cities Challenge?
I read an article regarding a grant possibility that I couldn't help but think that the City of Dunwoody, GA should go after; it's the IBM Smarter Cities Challenge. Fostering positive economic development within the city is an important item that I and the other members of the City Council have on our priority list. As a brand new city we have tried to push technology into everything that we do in order to limit manpower, gain efficiency and improve communication by attempting to provide the most transparent governance possible. The City of Dunwoody government is young and eager, therefore we are looking to now turn that positive energy outward with the hiring of our new Economic Development Director to find ways to improve the competitiveness of businesses in Dunwoody. Making Dunwoody a place where businesses want to locate goes hand in hand with making Dunwoody a great place to live, therefore as we strive to improve for one, we are actually trying to improve the other.
When I look at the graphic above though the eyes of a City Councilman, I believe it accurately depicts the interwoven relationships of what moves a good city forward into a great one. The push of information and technology through this intertwined web is not only what fosters relationships among the various groups, but it also allows for innovation and it is that innovation that drives the competitive marketplace.
I hope that the City together with the Chamber of Commerce and the local business community get together to explore the grant application because I believe that we as a community would grow by being part of the application process, having discussions on sharing and utilizing data to improve the quality of life for ourselves as well as the surrounding communities. Besides that, if IBM were to ever have another event in Atlanta like last year, I hope I can attend.
IBM's Smarter Cities Challenge is a unique three year $50 million grant program designed to help 100 cities, competitively selected, to gain access to the technology and problem solving capacity to address the challenge and opportunity of making themselves smarter.
We firmly believe that these grants could help cities around the world to become smarter by enhancing their capacity to collect, analyze and act upon information across multiple systems; to create an environment where global cities can learn from one another; and to foster cross-sector partnerships that address critical challenges and provide a road map for the future.

Parks and Green Space Comprehensive Plan open house today from 10 am until Noon at City Hall

The City of Dunwoody will host two Open House events for the Parks and Green Space Comprehensive Plan. One this morning at City Hall and another Thursday night at Dunwoody Baptist Church.
WHAT: These Open House meetings will include an introduction of the planning team and Lose and Associates, the firm selected to aid the City in the completion of the Parks and Green Space Comprehensive Plan. The meetings will also include an explanation of the planning process, a summary of existing conditions, and information on future public participation opportunities.
WHO: Everyone is invited to participate in the Open House events.

With the acquisitions of six park properties from DeKalb County in June 2010 the City identified a need to create a Master Plan for Parks, Recreation and Open Spaces. Creating a master plan for this will provide long-range guidance to the City of Dunwoody on park redevelopment, possible land acquisitions for future park space, staffing options, operations management, revenue sources and maintenance plans. Two separate tasks were identified in the proposal. Task one will include a green space and parks needs assessment to evaluate current level of service, study potential and appropriate acquisition needs, and identify existing private and public recreation opportunities. Task two will be to update the Brook Run Master Plan.

DeKalb to discuss Water and Sewer Infrastructure and Rate Increases
County staff is currently assessing the water, sewer and infrastructure needs, and watershed experts have identified critical capital improvement projects that are needed over the next five years to ensure our water supply is adequate and safe for drinking, fire protection, our anticipated growth and development, and that the county is in full compliance with all state and federal regulations.
These meetings will provide an explanation of the repairs and upgrades needed in the water and sewer division, in order to preserve accessibility and maintain quality. Representatives from the DeKalb County Public Works/Infrastructure group will hold the following initial public meetings to discuss the upcoming infrastructure capital improvement projects (CIPs).

Congratulations to our local State Gov reps Fran Millar, Tom Taylor, Mike Jacobs and our newest representative Ms. Elena Parent who now represents part of my Dunwoody North neighborhood. Runoffs for School Board (Redovian & Jester) and judges (Nahmias and Adkins) and (Rothenberg & Johnson) are scheduled for November 30th.
The residents of unincorporated DeKalb in the Huntley Hills area inside 285 voted to become part of the City of Chamblee which will now mirror the City of Dunwoody boundaries at our South East corner of the city.

Georgetown Master Plan Meeting - Wednesday evening 7 p.m. at Peachtree Charter Middle School
Georgetown get ready to work just as hard as the Dunwoody Village Residents.
The City of Dunwoody will be hosting the third of four community meeting to discuss the Georgetown / North Shallowford area on Wednesday, November 3, 2010 at 7:00 p.m. at Peachtree Charter Middle School cafeteria which is located at 4664 North Peachtree Road, Dunwoody, GA 30338.
The meeting is part of the development of a Master Plan for the Georgetown area, which will provide a framework to guide land use, transportation, and open space improvements in the future. At this third meeting, the conceptual master plan will be reviewed and discussed. Your input is needed to define issues and alternatives, prioritize plan elements, and inform the implementation/action plan.
