On 8/7, I updated the documents as I was able to upload them to my servers and I included my recap of Comp Plan Proposed changes.

* I am away from my normal computer system therefore can not upload documents to my servers therefore I recommend you review the city documents on their agenda system where you click onto each agenda item for documentation or you can download the entire packet here.

I recommend citizens with a financial background review the Dunwoody Audit & Comprehensive Financial Report for 2024 as I still have ongoing funding concerns for city expenses namely our rebidding of our contracted business services that was last renewed 5 years ago (at much lower prices than expected this year) as well inflationary pressures for expenses like salaries.  If you have questions for Council or staff, please raise them.

I have had number of citizen conversations regarding the comprehensive plan and my blog posts outlining my concerns & recommendations.  I look forward a conversation with council and then I will offer a few amendments including a few that were suggested by residents that thought I didn't go far enough in tightening up the language.  

I am not against the Holiday HQ proposal to spruce up the business areas but I believe the City Hall Facade Lighting is an overstep, not needed, nor possibly legal within our code if it were not on a governmental building.

Finally the FY2025 Mid-Year Budget Amendment really just cleans up the books as far as revenue received and shuffling a few accounts.  I will be asking about the funds being used for the Brook Run Maintenance Facility as this amendment uses  $461,000 from Unallocated Capital from the Shallowford Road proceeds but I would prefer that those funds be used for only front of house park development instead of a behind the scenes facility.  It may be a minor thing but in the spirit of the reason those funds were obtained I believe that was the intention of past Councils that those funds be allocated for playable park space. If you remember back on April 28th, Council narrowly approved (by a 4 to 3 vote) the $3.3 million back of house facility improvement whereby we only budgeted $1.5 million.  I was against this measure for both the cost over run as well as a portion of the excess funds ($1.5 Million) were coming from the sale of the Shallowford property and that measure mentions another $461K coming from unallocated capital but it didn't say where at that time.  Monday's amendment again shows coming from Shallowford and I would prefer that not be used.

Rest in Peace Mr. William J. Mulcahy - City of Dunwoody Internal Auditor since 2011

William J. Mulcahy

Monday evening the Dunwoody City Council was shocked and deeply saddened to learn that our long term internal auditor Bill Mulcahy passed away unexpectedly the day before.  Bill was a direct employee and contractor hired directly by the City Council to double & triple check for the sitting Council the accounting and financial policies and procedures of the staff and financial reporting.  His work was always spot on and his wit and charm were infectious.  Bill will be sorely missed by a great many people.  John

William J. Mulcahy, 71, of Dunwoody, died peacefully at home in Dunwoody, GA on May, 23, 2021. Bill was born in Darby, PA on May 27, 1949 to Francis and Florence Mulcahy. Growing up he attended the all-boys Catholic school Monsignor Bonner in Pennsylvania. He met his future wife, Cheri at the neighboring all-girls Catholic school Archbishop Prendercast. He earned his bachelor’s degree in accounting from Philadelphia University and a master’s in healthcare policy and administration from Mercer University.

Bill and Cheri moved to Georgia in 1973. They raised their three daughters in Marietta, GA.

Bill spent the majority of his career as the Chief Audit Executive of Emory University for 15 of his 21 years with Emory until he retired in 2007. During his “retirement”, he did auditing consultation work for cities, not for profits, universities, and healthcare organizations.

Since 2005, Bill was an active board member and former president/chairman of the Board of the Institute of Internal Auditors, Atlanta. He was passionate about mentoring the next generation of auditors and was the founding chair of the Advisory Board of the Internal Audit Center in the School of Accountancy of Kennesaw State University’s Coles College of Business, an Internal Audit Education Partnership.

A quiet man, Bill enjoyed spending time with his family, including his six grandchildren. You could find him most weekends on the sidelines of one of his grandchildren’s activities. He loved reading business books, the Braves, Hilton Head, coffee, sharing his Catholic faith and all things auditing.

Bill is preceded in death by his parents Francis and Florence Mulcahy.

Bill is survived by his wife of 50 years, Cheryl Ann Mulcahy; daughters and sons-in-law, Christine and Jeff Shockley, Karen and Brian Cohen, Megan and Casey Bacica; grandchildren, Kyle and Claire Shockley, Andrew and Tyler Cohen, Austin and Grayson Bacica; brother Frank Mulcahy and sister Anne Quillinan.

In lieu of flowers, contributions may be made to St. Vincent de Paul Georgia https://www.svdpgeorgia.org/get-involved/ways-to-give/donate/.

A Memorial Mass will be Thursday, May 27, 2021 at 11 o’clock at All Saints Catholic Church, 2443 Mount Vernon Rd., Dunwoody, GA 30338. Interment outside the church will be immediately following the mass. Masks are optional.
