City of Brookhaven requests to use Dunwoody Cad 2 Cad 911 police dispatch system.

http://www.jkheneghan.com/city/meetings/2016/Dec/12122016_Brookhaven_Cad2cad.pdf

The City of Dunwoody worked diligently on this project for more than a year in order to have a state of the art dispatch system for emergency services and the results were worth the work put forward.   Glad that our neighbor the City of Brookhaven will be joining us on the same system as it will be beneficial of both departments.

Dunwoody High to get new artificial turf field & City Council to discuss artificial turf for Peachtree Fields on Monday

On Monday December 5, 2016 the DeKalb County School Board passed the 2017 - 2022 E-Splost List whereby there was a $14 Million line item for upgrades to the high school football fields to artificial turf.

High School Artificial Turf Installation ($14.54 M)
Under this new initiative, artificial turf will be installed on the football/soccer practice field to enhance the athletic programming at each high school. Artificial turf has lower maintenance requirements and provides our schools and communities much greater use of the fields. This is the first step in a long-term strategic improvement initiative to enhance the athletic facilities (e.g., ball fields, tracks, tennis courts, field lighting, etc.) throughout the District.

Artificial turf installation on the football/soccer practice field at Dunwoody High School is budgeted for $790,000.00.

On Monday December 12, 2016 the Dunwoody City Council will be having a discussion on the possibility to put artificial turf on the new baseball fields in the new park land acquired adjacent to Peachtree Middle School as well as on the Peachtree Football field where the City will be installing new lights and a new field to maximize playing time on the 25 year extended lease for use.   The City provided some preliminary talking points regarding initial cost and breakdown on the cost per playable hour.    I am a fan of artificial turf if the budget numbers can work.

A couple of days ago, I sent an email to the Dunwoody Dad's group at Dunwoody High as we have had discussions previously on the subject and most were pushing for the artificial turf but there was that one email that resonates with me that said...

"John - My concern is for the safety of the kids.  I expect there is a study or two being considered re: the impact on injury rates of artificial turf vs grass for both male and female athletes, and that this is being considered in the decision as well, since the children will be using the fields"

The City memo didn't discuss safety of the product but I did find studies that did state that the materials used were safe and I would have to believe that the flat uniform surface would be safer than heavily used natural field over time.

If you have strong feelings on the subject or want to point out some specific research, please post in the comments.

Thanks.

John

Every child no matter the challenge deserves to play baseball - Frontier baseball at Murphey Candler Park

https://vimeo.com/185678694

Welcome to Murphey Candler Baseball Frontier Baseball! This Spring will be our 7th season of Frontier Baseball! I still cannot believe how Frontier has grown so fast and now means so much to so many people. Parents, I have seen firsthand how Frontier changes these kids' lives. So many parents have commented to me that they never thought they would see their son or daughter on a baseball team. And then they found Frontier. And the unexpected benefits continue to amaze me, from the pride of being able to wear their own Team Jersey on their school's spirit day, or the increase in self confidence in these kids. It is truly a gift.

We look forward to having you and your family at Frontier Baseball at MCLL, and please email me at frontier.baseball@gmail.com with any questions you may have.
Adam J. Wickley

About
Frontier is a low stress, fun baseball program for kids with ADHD, ADD, Apraxia, Speech Delays, Dyslexia, Auditory Processing Disorder and other executive or sensory challenges. Frontier is exclusively a Murphey Candler Baseball program.

Basic Facts:
  • When: Frontier plays each Spring, generally February through May, with time off for spring break.
  • Where: Frontier is played at Murphey Candler Park in Brookhaven, Georgia, located just 1 mile off of I-285 at the Ashford Dunwoody Road (Perimeter Mall) exit.
  • How Often: There is only 1 event (either a game or a practice) per week, either a Saturday or a Sunday. Sunday events are always after 12:00 noon
  • Ages: Frontier has three age groups.
    • Frontier I is for 6 through 9 year olds
    • Frontier II is for 10 through 12 year olds.
    • Frontier III is for 13 through 16 year olds.
  • League Size: There are typically 8 to 12 teams in the Frontier League. Approximately 100 kids play in Frontier each Spring Season.
  • Who Can Play: All areas of Atlanta are welcome! Even if you do not live nearby, the 1 day a week program makes it easy to participate. We have families from Peachtree City to Gainesville that play.
  • Experience: NO EXPERIENCE IS NECESSARY!! Even if your son or daughter is older and has never played baseball, they are perfect for Frontier.
  • League Structure: Games and Rules are adapted to the needs of the kids. For instance, we keep innings short to keep their attention, the teams small, and use machine pitch so they have a better chance to hit the ball (Frontier III is coach pitch). Also, all of the coaches are Dads with kids that play in Frontier. So they "get it".
  • Fundamentals: Even with the adaptations, we also strive to make Frontier as close to real baseball as possible, implementing fundamental baseball but without the pressure and stress of competitive little league. Frontier also has the same uniforms as the rest of Murphey Candler Baseball.
Common Questions:
  • My son has never played baseball. Is that ok? Absolutely. Frontier was started to give kids a chance to play baseball that have never been able to play before.
  • I am not sure my son can do this, how do I know? It's a common question. Then you see him at the first practice with his friends from school and it all changes. Trust us.
  • Is Frontier co-ed? YES! Frontier had several girls play last Spring.
  • How do I know if Frontier is a good fit for my son or daughter? Generally, we do our best to fit everyone into Frontier unless there is a safety or significant behavioral concern. See our Eligibility Statement below for reference.
History:
Frontier Baseball is ground breaking and unique to anything else as far as we know. The idea was formed in 2011 when its founder, Adam Wickley, was trying to find a place for his son Jackson to play a sport. Like so many kids similar to him (he has ADHD and Auditory Processing Disorder), he wanted to play baseball, but the social component kept him from playing mainstream sports. But he also was not a fit for other "Special Needs" leagues. He was caught in the middle with no place to play. So after unsuccessfully finding a place for Jackson, Mr. Wickley and MCLL decided to create a new League for kids just like him, and an idea was born. Four years later it has taken on a life of its own, providing life changing experiences for both parents and kids.

Eligibility Statement:
Murphey Candler Baseball promotes special needs baseball opportunities through both the Challenger and Frontier Leagues. The Frontier League is specifically designed for certain disabilities such as ADHD, ADD, Apraxia, Dyslexia, Speech Delays, Auditory Processing Disorders and other challenges that would not require the use of a full time "buddy" on the baseball field as does The Challenger League. Frontier is a machine pitch and coach pitch league, and as such, safety on the field is of utmost importance. Therefore, participation in Frontier requires that a player be diagnosed with at least one of the above conditions, be able to play without the use of a full time "Buddy" and not be a threat to the safety of themselves or others. This determination shall be at the discretion of the Program Director, League Director and Murphey Candler Baseball.

Is anyone in the City of Dunwoody interested in running for Congress?

President-elect Donald Trump has chosen Rep. Tom Price (R-Ga. 6th District) to lead the department of Health and Human Services, therefore a special election to replace him will need to be held.

Based on speculation on who might run, it could be an interesting election?  Georgiapol.com (a must read Georgia Political Blog) has an extensive article on who might be putting forward their name for consideration and the only two Dunwoody names I see being mentioned are Mr. Bruce LeVell owner of Dunwoody Diamonds who served on the Trump National Campaign as the Director of Diversity Outreach and our new Georgia Attorney General Mr. Chris Carr.

I have no inside information on this except that I do know that as a non-partisan elected official who is currently a Federal Employee working with the Department of Transportation, I am not interested in running in this race but maybe others in the community are?

Maybe former or current Dunwoody Mayors, City Councilmembers, State Reps or our County Commissioner might be interested?  Who would you support from our community to represent us on a National level?

Thank You

As I approach my 50th Thanksgiving spending time with my immediate and extended family, I have a tendency to look back at my life's circumstances and count the many the blessings I have received from the Lord above.

Like most, I probably don't express my appreciation to those around me who have been integral in making me who I am today. To you reading this, no matter the depth of our relationship be it personal, professional or familial; if you are reading this – you and the community in which we share has molded me into the person I am today and for that I thank you.

While taking time to examine ones life, I know I still have much to learn and there are many ways I can improve but just remembering the fact that I am extremely privileged reminds me that I also have a great responsibility to give back, support others and to lift my fellow man.

Happy Thanksgiving from the Heneghan Family

Unwrapped Toys being collected by Dunwoody Police at Light Up Dunwoody on Sunday.

The Dunwoody Police Department Christmas for Kids (CFK) program began in 2009 with the goal of bringing our community together to collect new and unwrapped toys and gifts for Dunwoody’s under-privileged children between the ages of newborn to 15 years old.

Our toy drive kicks-off every year with the Light Up Dunwoody event each year and runs through the second week of December.   Light Up Dunwoody is taking place Sunday Nov 20th at the corner of Chamblee Dunwoody & Mount Vernon.

We in Dunwoody have so much to be thankful for, so please take this opportunity to purchase & donate a new toy to make a child's holiday season something to remember.    Dunwoody Police Explorers will be collecting the toys on Sunday so please take this opportunity to make Christmas for Kids a success.

Light Up Dunwoody is this Sunday at the Famhouse - Santa & his reindeer are available for photos.

It’s that glorious time of the year. And it begins at 3 p.m. Sunday at the Dunwoody Farm House.

The annual Light Up Dunwoody festival will feature dancers, singers and Santa Claus and his reindeer. Santa once again will sit on the Farm House porch to hear the gift wishes of children. Welcoming prayers will be delivered from the Farm House balcony by Pastor David Lower of St. Luke’s Presbyterian Church and Rabbi Benjamin Friedman of Congregation Ariel. The Christmas tree and Menorah were erected this week in the triangle formed by Mt. Vernon and Chamblee Dunwoody roads and Nandina Lane.

Lighting the tree Sunday will be Matthew Desoutter and Nathaniel Lee, Dunwoody High’s two National Merit Scholarship semi-finalists. They will represent all of the semi-finalists from the many high schools attended by Dunwoody residents. Their achievements place them in the top 1 percent of the state’s high school seniors.

The roster of performers is growing. Dancers from the Atlanta Jazz Theater Dance Company and Once Upon a ballet will perform on Chamblee Dunwoody, as will the Dunwoody High chorus and the chorus of Dunwoody United Methodist Church.

Don’t forget cameras for those precious memories with Santa and his sleigh and reindeer. Two food trucks will bookend the festival area. Light Up is a presentation of the Dunwoody Homeowners’ Association, The Crier and the Dunwoody Preservation Trust. Light Up will run until 6 p.m. or when the great tree is illuminated.

Dunwoody Police Bulletin still shows all city police activity, DeKalb OJS shows mug shots and at 17 little Johnny is considered an adult.

From an email received this week.    John, on 11/19/2015 you sent out an email regarding the Police Daily Bulletin and transparency. Is that Bulletin available to the public on an ongoing basis? If so, how do I access it online? Not that I have time to read it regularly, but when we have an incident in the neighborhood, it would be nice to have. Pat

Pat, the blog from that date is still up and the link to the Daily Bulletin hasn't changed and the information is still as described in the post. There is also an accompanying page that lets you search for items and arrests within the last week here. The City of Dunwoody has worked very hard from day one to be transparent in everything we do and that includes telling the community what our police department is doing on a daily basis.

In fact the information I raised in the blog regarding 17 year old offenders has come up twice in the last year where several "hooligans" ages 16 & 17 got busted for doing something stupid. The 17 year old (who just celebrated his birthday the month before) is named publicly, booked in the DeKalb County Jail with a permanent record, mug shot taken and the record is now able to be found forever on the DeKalb Online Judicial System webpage. The 16 year old is basically released to his parents and is very thankful that his 17th birthday is still another couple weeks away.

DeKalb OJS is an interesting tool. After picking a category and logging in, you can either search for people in the system by name but I usually just go directly to the "Jail / Inmate Reports" tab and pull the "DeKalb County Sheriff's Office Arrest Log" for the date of interest and from there you can see all arrest information including the mug shot.

Based on issues I have seen with Dunwoody teenagers being arrested, it may be time to once again ask Mr. J Tom Morgan, the former District Attorney for DeKalb County to speak to the community.
I believe he last spoke to the community in 2012 and it may be time to revisit the issue.

Below is the book written by Mr. Morgan that I highly recommend for both teenagers and parents.

PS: At one time the book was available at the Dunwoody and Chamblee Libraries but at the moment I can't find them in the system.

Through real-life examples, Ignorance is No Defense explains Georgia laws to teenagers in easy-to-understand language. With a primary focus on criminal laws, Ignorance is No Defense not only describes what the law requires but also teenagers’ rights under the law. Author J. Tom Morgan, a highly respected former prosecutor and experienced trial lawyer, provides straightforward information and valuable insights to help teenagers avoid violating the law and avoid being victims of crime.

“There are only four states in the country that treat our teenagers as adults when they’re 17, and Georgia’s one of those four states,” said Morgan, who has spoken to many thousands of teenagers, was on the U.S. Advisory Board on Child Abuse and Neglect, and chaired Georgia’s Child Abuse Prevention Panel.

“I testified before the Georgia legislature last year about raising that age to 18 to fit with the rest of the country, and I’ll never forget what the legislator said: ‘Oh Mr. Morgan, we can’t do that because we don’t want our constituents in Georgia to think we’re soft on crime.”

Morgan said he represented two girls—one 16, one 17—who together shoplifted less than $100 worth of CDs and DVDs from Target. Because one was lawfully an adult at the time, the crime was on her permanent record, while the 16-year-old didn’t have it on hers.

“You’re criminal history starts on your 17th birthday and stays with you until the day you die,” he said. “Don’t screw it up.” (WestCobb Patch - March 2011)

High DeKalb County Water Bill? Visit Santa Utility Customer Assurance Team at Perimeter Mall on Dec 1st.

DeKalb County has added several water billing dispute centers throughout for residents wishing to dispute their water bills. Now residents have additional times and locations to begin the dispute process.

DeKalb Interim CEO Lee May issued a moratorium in September, that will last until the end of 2016, stopping disconnects of residential water accounts that have been contested through the Utility Customer Operations Center’s Customer Assurance Team.

“By adding these additional sites and times, we are providing convenient locations to accommodate varying schedules to help address customers concerns about their water bills,” Interim CEO May said.

By visit these locations, water customers will be able to speak with county representatives about their bills and place their accounts in dispute. During the dispute period, customers with disputed accounts will be required to pay their average bill based on 12 months or six billing cycles prior to the anomaly bill.

According to the County, there will be no water service disconnections for customers whose accounts are in dispute and who have paid their average bill through the end of 2016.

In addition to notifying the Utility Customer Operations Center at 774 Jordan Lane in Decatur, or calling (404) 371-3000 to speak with a customer service representative, water customers can visit the  locations listed above.

Some tidbits on the Austin Elementary / Dunwoody Park Swap

Dunwoody and DeKalb County Board of Education Authorize Purchase, Sale, and Real Estate Exchange Agreement

PS:  In the 2017 City of Dunwoody budget, there are 3.5 Million dollars (over and above the amount for the land swap deal) slated for Park Improvements and as those funds were the proceeds of a lawsuit over a DeKalb County parks bond that promised funds for Brook Run Park, the City Council should be directing those funds back to Brook Run. Based on what I know, the back 30 acres of Brook Run could receive a large chunk of those funds to construct flat, rectangular fields where soccer & lacrosse will be played. Just maybe if that idea pans out in the public process, there will be a lot of recreational fields built in the coming year.

With a child attending Dunwoody High School, I am automatically a member of the Dunwoody Dads Group which meets monthly to discuss informational topics and to support the various needs of the Dunwoody High School community.

Last week the guest speaker was Mr. Scott Burke the Assistant VP for the Office of Undergraduate Admissions at Georgia State University to discuss the admissions process and timelines for application.    I missed the meeting but the slides were sent to the group and I thought they were interesting enough to share.
