Dunwoody Councilman John Heneghan questions DeKalb County on Fire / EMS and Sanitation Services - August 8, 2022 @DCFRpubaffairs @AMR_Social

The August 8th Dunwoody City Council Meeting lasted over 6 hours, starting at 5:30 and ending near 11:30 pm and that was only after we deferred a number of item to the next meeting, therefore let me highlight several issues that were discussed last Monday as I believe they are important.  The first item I will report on is our meeting with DeKalb County, in the next post I will discuss our meeting with the Path Foundation.

DeKalb County needed to get us to sign off on a form reaffirming our Service Delivery Strategy which delineates which governmental entity provides which service.  For example for Police - the City handles the task, for Fire & Sanitation the City of Dunwoody could legally do those services but we contract out with the County to provide those services for us.  At the start of city hood 13 years ago, DeKalb provided what I considered a Gold Level - outstanding services at a fair rate therefore the original Council decided to stick with them.  When it comes to EMS Ambulance Services, the City wanted to take those over a few years ago as the DeKalb Contractor AMR was having issues on response timeliness but the City was told by the State that only DeKalb can provide or contract for those services in DeKalb County; therefore we are stuck with DeKalb overseeing that service.

With DeKalb needing our approval of this form, we requested updates from the County on a number of services, namely Sanitation & Fire / EMS and they provided detailed overview of the services and the issues they have been facing on manpower and hospital hold times for EMS.  I would like to thank Commissioner Robert Patrick, Chief Operating Officer of DeKalb County, Mr. Zach Williams, Director of DeKalb Sanitation, Ms. Tracy Hutchinson and DeKalb Fire Rescue Chief, Mr. Darnell Fullum for the informative presentations.

For sanitation the manpower shortage issues were negatively affecting services therefore the County Commission put out an RFP and hired a contractor to supplement sanitation collection.  This solution has seemed to fill the void as the resident complaints of missed collections have dropped to almost zero.

On EMS, DeKalb Fire Rescue does a fine job getting a local fire truck with a paramedic to the scene to save your life, do CPR, stabilize the injury but the ambulance service has been not only spotty but at times almost delinquent.  Mayor Shortal and DeKalb Fire Chief put an MOU into place a few years ago to increase services for EMS but a number of the items in the agreement have never come to fruition.  Mayor Deutsch specifically asked Fire Chief Darnell Fullum at the Monday meeting for an update on that agreement.  I questioned why hasn't DeKalb contracted away or supplemented ambulance services the way they have done for sanitation?  DeKalb County raised the tax rate on Fire Rescue and by not providing adequate life safety services by increasing the number of ambulances, I see this as a deficiency of the County's oversight.  In my remarks I asked for better as we are at their mercy as the State won't allow us to handle.  The Mayor has a few ideas and there is a new SPLOST vote happening in the near year whereby maybe that penny sales tax funding stream could be used to solve this problem.

As an FYI, I also see that AMR is now in the news for the cost of their services and them not taking most insurance.

The meeting with DeKalb was fruitful as I asked a bunch of other questions and I am truly thankful for the partnership we have built with DeKalb County.  The video below is just 12 mins and it really just gives you a small flavor of the 6 hour council meeting.

A special thank you to the DeKalb County Sanitation crew that removed a large deer carcass on Christmas morning from the side of the road.  Your efforts were greatly appreciated as one little boy thought he looked a lot like Blitzen.

DeKalb offers free curbside bulk pick up this week for some in Dunwoody - see schedule below.


The regular sanitation day in my neighborhood is Tuesday therefore all of the big stuff will need to be on the curb this Thursday evening.   If you are looking to clean out and get rid of some big stuff you might want to review this information.

DeKalb Sanitation Recycle Bin Trade-In Events for Dunwoody Residents - Brook Run Oct 14 / City Hall Oct 22


The city has coordinated with DeKalb Sanitation to host two recycle bin trade-in events here in Dunwoody on October 14 and on October 22. DeKalb County Sanitation Division is requiring residents to switch to a new standard 35-gallon recycle roll cart (or an upgraded 65-gallon recycle roll cart) to replace the existing 18-gallon bins and 40-gallon bags as part of the residential single-stream recycling program.

Existing subscribers with 18-gallon bins must trade them in by April 30, 2018, for a complimentary 35-gallon roll cart or, for a $15 fee, subscribers can choose a 65-gallon roll cart. Existing subscribers must trade in/return the 18-gallon recycling bin prior to obtaining the complimentary 35-gallon roll cart or the 65-gallon roll cart.

The City of Dunwoody has coordinated with DeKalb Sanitation to offer two bin trade-in events in Dunwoody.

1. Saturday October 14, from 9:00 a.m. until 12:00 p.m. at Brook Run Park (4770 North Peachtree Road, parking lot adjacent to the skate park)

2. Sunday October 22, from 1:00 p.m. until 4:00 p.m. at Dunwoody City Hall (41 Perimeter Center East, parking lot)

To register for a Dunwoody bin trade-in event please visit the Parks Registration Portal ( https://secure.rec1.com/GA/dunwoody-ga/catalog ). Select the 'DeKalb Sanitation Recycle Bin Trade-in' event tab and then select the event you would like to attend to make your trade-in. You will need to create an account with the Parks Registration Portal. After “Checkout” is complete please View/Print the residential curbside single-stream recycling subscription form and bring that along with cash or check (if you choose to upgrade to the 65-gallon roll cart it will cost $15) to your selected event and DeKalb County Sanitation will handle the swap.

Participants will need to bring in a completed residential curbside single-stream recycling subscription form. The completed form must be presented along with an existing 18-gallon recycling bin for trade-in. Following the bin trade-ins, subscribers can take home a new roll cart or coordinate a roll cart home delivery with the Sanitation Department (delivery estimated at 10 business days.) Only cash or checks will be accepted at the event for payment of the $15 fee for the 65-gallon roll cart upgrade.

Not able to make the two bin trade-in events in Dunwoody? Not to worry, subscribers can also trade-in existing 18-gallon bins in person at the Sanitation Division’s administrative office, 3720 Leroy Scott Drive, Decatur GA 30032.

DeKalb County Sanitation FAQ - service starts July 6th

DeKalb County Interim CEO Lee May plans a series of “town hall” meetings to meeting with residents and to discuss the new county budget and the start of once-a-week garbage pickup. May plans to hold his Dunwoody meeting on Wednesday June 10th, 7 pm at Dunwoody City Hall.

Based on various questions asked by residents, I have determined two tidbits of interesting and useful information.

All customers will receive a standard 65-gallon garbage roll cart. Customers wishing to downsize to a 35- or 45-gallon garbage roll cart can do so at no extra charge. However, any customers wishing to switch to a 95-gallon garbage roll cart will incur a one-time $15 upgrade fee. Additionally, any customers wishing to upgrade from the complimentary 18-gallon blue recycling bin to a blue 65-gallon recycling roll cart will incur a one-time $15 upgrade fee.


Residents who disabled or elderly and are unable to move their trash and recyclables to the street for pick up may be eligible for a free special service called "backdoor pick-up".   Residents who are interested in the service need to contact Sanitation Department via this email: sanitation@dekalbcountyga.gov or by calling (404) 294-2900 and telling them that you need to request “backdoor pick-up”.

With a family of 5, I think it's time to invest $30.00 for the two large carts and in order to do that I need to call 404-294-2900.

DeKalb Sanitation one-day-a-week collection ‘go-live’ date set for July 6

DeKalb County, GA, May 11, 2015 – by The Post Reports – With the upcoming one-day-per-week sanitation collection service change implementation program drawing near, DeKalb County Sanitation Division Associate Director, Billy Malone says there is a plan and the program will be officially launched on May 28, 2015.

On or about May 29, the County will begin door hanger delivery to notify residents of their new day for one-day-a-week sanitation collection service. This project will take approximately three to four weeks.

Following the notification, roll cart delivery to residents will begin during the week of June 21. There is a possibility – depending on the speed in which the door-hanger notices are delivered – the program may begin a week earlier.

Malone says the roll cart delivery process will take up to eight weeks to complete, but could be completed in six weeks if all goes well.

The “go live” date for beginning one-day-a-week collection service is July 6 for customers who will have Monday as their new collection day, July 7 for customers who will have Tuesday as their new collection day, July 8 for customers who will have Wednesday as their new collection day, and July 9 for customers who will have Thursday as their new collection day,” says Malone.

Malone notes, the one-day-a-week collection service will begin on July 6 even if certain customers have still not received their roll cart. These customers will be allowed to continue using their own provided garbage containers until they receive their county-issued roll cart.

As far as the City of Dunwoody is considered, we have many residents in the trial pilot project area and though I have heard a few complaints I don't have the sense if the community would want to contract out differently then the one day a week pick up therefore I am ready to test the proposed change to see if it is right for the community.  If it is decided that we could do better for sanitation, the city has options to make changes.

DeKalb Commissioners approve once-per-week trash collection and Nancy Jester calls for Lee May to officially resign


As per the Brookhaven Post, the DeKalb County Commission has approved the once-per-week trash collection at the same price being charged currently. There may be additional options provided by the County to keep the same service forthcoming and the City will be exploring all options including contracting out.  The timeline has not been presented by the County but I don't expect this to happen overnight.

Also at the DeKalb County Commission meeting it appears that there were quite a few fireworks regarding the replacement commissioner for Acting CEO Lee May.  Nancy's comments are below.

Taxation Without Representation - District Five
 
It is an abomination for Interim CEO Lee May to suggest any voting bloc is working to disenfranchise the people of Southeast DeKalb.

Furthermore, it is disingenuous for Lee May to attack anyone in the process given that he is the one person who can empower the people of Southeast DeKalb - without any effort from the BOC.

There were two actions Lee May could have taken today which would have given Southeast DeKalb a Commissioner:

The Board of Commissioners voted three to three on the nomination of Gina Smith Mangham.  At this point, Interim CEO Lee May had the power to vote yes, which would have given the people of Southeast DeKalb a Commissioner. For political reasons, Lee May voted no - thus denying District Five a Commissioner.

There was no other nominee who received enough votes to be confirmed today. When DeKalb County needed leadership from Lee May, he gave us more politics.

Further, it is not accurate for Lee May to state he has "exhausted every legal remedy allowed by the state" to rectify this "unique" situation.

Lee May has the ability to resign and allow the people of Southeast DeKalb to conduct a free and fair election. The people, not the politicians, should decide who represents them.

I continue to call on Lee May to resign and allow a free and fair election to occur.

It was Lee May who cast the deciding vote not to give the people of Southeast DeKalb a Commissioner today.  It is Lee May who refuses to resign, which would allow the people of Southeast DeKalb a free and fair election. The Interim CEO should be ashamed of himself.

Taxation Without Representation - District One 

Taxpayers in DeKalb County District One are victims of taxation without representation as the current presiding officer refuses to appoint your duly elected District One Commissioner to any Committee assignments until there is an appointed, non-elected, temporary Commissioner in District Five.

There are five full committees in the DeKalb County Board of Commissioners and I have a seat - and District One has a vote in - exactly, zero of them.

Much of the work of the Commission is done via the committee process. For example, the Finance, Audit, and Budget Committee has the duty to nominate a candidate for Internal Auditor but has failed to do so for years.

I have asked to be appointed to the following Committees: Public Works & Infrastructure, Finance, Budget & Audit, and County Operations & Public safety.

It is my hope that Commissioner Larry Johnson will empower the people of North DeKalb by appointing me to these committees prior to the next BOC meeting.

DeKalb County Proposes Residential Sanitation (Single Day Collection) Pilot Program Details for Dunwoody

A member of the DeKalb Sanitation team will be joining us at Monday’s City Council Meeting (beginning at 7 p.m., 41 Perimeter Center East, Suite 100) to give a short presentation about their plans. DeKalb is also working to schedule a public meeting (in Dunwoody) just to discuss the issue but they have not yet finalized the details.

Possible change for Dunwoody trash pickup in the wind


I read the story in The Dunwoody Crier discussing DeKalb County thinking about fewer trash pickups and this is now being followed by an AJC article which is being directed at Dunwoody.  I have a family with three boys and I believe we could easily survive with just one trash & recycling pickup and one lawn pickup each week but I know some people really enjoy the numerous pickups.

As noted in the article, some people would be willing to pay more to keep the current service but I guess if I ever have to vote on this there would have to be a close comparison between service and price vs the quality of a known service vs the switch to the unknown.

With DeKalb County considering cutting residential trash pickup from two days to one, Dunwoody might have to decide whether to privatize collection to keep the same level of service.

The DeKalb County Commission has been discussing for several months reducing services to avoid raising rates in 2013. DeKalb public works officials have said cutting service days would allow rates to stay the same through 2015 for county residents.

But the possible change in service also could spread to the county’s municipal customers.
Dunwoody and the county have an annually renewable agreement whereby DeKalb provides residential and commercial trash service for the city. Should the county decide in the next few months to go to one day a week residential trash pickup, the decision would not necessarily immediately effect municipalities like Dunwoody.

“We would be obligated to fulfill those contracts as written,” DeKalb County spokesman Burke Brennan said. “If the contract calls for two days a week, we will pick up two days a week.”  But, he  said, once the contract expires, the new collection schedule would come into play, unless the municipality negotiates something more.

While nothing has been discussed by the Dunwoody council, City Manager Warren Hutmacher acknowledged the city could elect to hire a private company to pick up its trash if it doesn’t like what the county decides.

“It really is too early to speculate what we would do, since the county hasn’t done anything,” Hutmacher said.  Dunwoody's city services are contracted out to several private companies and though residents seem to be pleased with the privatization model, not everyone is happy about the possibility of going to private trash pickup.

Beverly Armento, who lives in Dunwoody, said she doesn't have a problem with DeKalb handling trash pickup. "They do a good job."

Armento said it is never too early to think about the effects of a decision to take trash collection private.
“I think this could mean job losses for the people who pick up the trash,” she said. “I would hate to see people lose their jobs. I would rather pay more so people can keep their jobs.”
